In the period of Corona Virus Disease 2019 (COVID-19), millions of people participate in the discussion of COVID-19 on the Internet, which can easily trigger public opinion and threaten social stability. This paper creatively proposes a multi-stage risk grading model of Internet public opinion for public health emergencies. On the basis of general public opinion risk grading analysis, the model continuously pays attention to the risk level of Internet public opinion based on the time scale of regular or major information updates. This model combines Analytic Hierarchy Process Sort II (AHPSort II) and Swing Weighting (SW) methods and proposes a new Multi-Criteria Decision Making (MCDM) method – AHPSort II-SW. Intuitionistic fuzzy number and linguistic fuzzy number are introduced into the model to evaluate the criteria that cannot be quantified. The multi-stage model is tested using more than 2,000 textual data about COVID-19 collected from Microblog, a leading social media platform in China. Seven public opinion risk assessments were conducted from January 23 to April 8, 2020. The empirical results show that in the early COVID-19 outbreak, the risk of public opinion is more serious on macroscopic view. In details, the risk of public opinion decreases slowly with time, but the emergence of important events may still increase the risk of public opinion. The analysis results are in line with the actual situation and verify the effectiveness of the method. Comparative analysis indicates the improved method is proved to be superior and effective, sensitivity analysis confirms its stability. Finally, management suggestions was provided, this study contributes to the literature on public opinion risk assessment and provides implications for practice.

The successful anti-COVID-19 pandemic model of BEST region (Beijing-Seoul-Tokyo) includes China, Japan and South Korea, which benefit from its well-functioning organizational ecosystem and specific anti-COVID-19 pandemic strategies. Under the premise of an efficient market, the capable organizations of China, Japan and South Korea will play the dynamic function of coordination and organic connection. They will also help improve the governance efficiency of facilitating state in different stages of fighting against the pandemic. This article follows the analytical logic of the new structural economics, taking the factor endowment and its structure as the starting point for the analysis, through the comparative advantage operation mode determined by the market, and based on the collaborative anti-COVID-19 pandemic perspective of the government, the market and various social organizations, to build a framework for the facilitating state-efficient market-capable organization. The key to the success of the anti-COVID-19 pandemic method in China, Japan and South Korea is organically coordinated between government, market and organizations. Based on the effective promotion of micro-organizations, governments organize resource integration and implement macro-control of the market. A dynamic balance between economic governance and pandemic prevention and control has been achieved by optimizing the endowment structure of resources, improving infrastructure and reducing system costs.

Support-Seeking Strategies and Social Support Provided in Chinese Online Health Communities Related to COVID-19

Online health communities have become one of the most important means for people to seek social support during the coronavirus 2019 disease (COVID-19) pandemic. This study details content analysis of support-seeking strategies and social support offered on the online forum “Baidu COVID-19bar” across different stages of initial stage as well as during the entire initial stage of the COVID-19 pandemic. The results show that asking for support and disclosing directly were the main strategies used across the different stages and during the entire initial stage. Informational support and emotional support were the most common types sought in the first two stages and the entire initial stage, and informational support was the main type during the decline stage. Furthermore, asking for support was more likely to elicit informational support while disclosing directly was more likely to elicit emotional support. Theoretical and practical implications of the findings are discussed.
