Artificial neural networks are mathematical models of artificial intelligence that intend to reproduce the behavior of the human brain and whose main objective is the construction of systems that are capable of demonstrating certain intelligent behavior. The purpose of the investigation is to determine the influence of the use of Information and Communication Technologies (ICTs) in the digital culture in the learning process of university students in Peru and Bolivia in the context of the Coronavirus -COVID 19 sanitary emergency, through the application of artificial neural network models. The investigation has a quantitative focus, the applied type, with a correlational level and a non-experimental design. Data was recollected by means of a digital questionnaire, applied to students of two universities. The population is composed of 3980 students of the Universidad Privada Domingo Savio (UPDS, Tarija, Bolivia) and 1506 of the Universidad Nacional de Moquegua (UNAM, Moquegua, Peru). The sample consists of 496 students. The hypothetical-deductive and the artificial intelligence methods were used. It was determined that the ability to install software and data protection programs, the use of mobile devices for academic purposes and the command of specialized software are the most influential factors in the digital culture of the students at UNAM and UPDS.

Today IT is one of the most important factors that has a strong impact on the education and science system quality in the whole world as well as in Latvia. The basis of the use of information technologies in higher education and science research is the system analysis qualitative combination of methods. During the research the existing base of scientific literature, methods of analysis, synthesis, induction, deduction, concretization, methods of generalization and analogies were used. As a result of the research, it was found that the introduction of information technology in the field of science and higher education is of great importance for the actual development in these fields. It will be helpful for the professional training of specialists capable of developing selected spheres and competing in the modern labor market. In the course of the research, the main indicators which conduct to the increasing the level of information literacy were identified. A number of advantages and disadvantages of information technologies in the scientific and educational sphere use are highlighted. One identified the main tasks of using information technologies in the field of science and higher education. The main advantages of information system in the process of learning in higher educational institutions use are highlighted. The results of the research are of great practical importance, as they can be used as a basis for further work in this direction.

Introducción. Las Tecnologías de la Información y Comunicación (TIC) en el sector educativo, han potenciado significativamente el proceso de enseñanza-aprendizaje. Por lo tanto, es necesario comprender cómo las TIC están afectando las oportunidades de aprendizaje. Objetivo. Diseñar e implementar una aplicación móvil educativa para fortalecer el proceso de enseñanza-aprendizaje de la asignatura de inglés con los estudiantes en tiempo de pandemia, mediante la implementación de la aplicación móvil educativa STUDENGLISH. Metodología. La metodología empleada fue de campo – descriptiva. Para la obtención de los datos se usó la técnica de la encuesta y como instrumento el cuestionario estructurado con 12 preguntas politómicas dirigidos a los estudiantes. La población de estudio fueron 136 estudiantes de octavo año de Educación General Básica de la Unidad Educativa del Milenio “Ángel Polibio Chaves”. Resultados. Los resultados analizados mostraron que existió déficit de aprendizaje en los estudiantes de la asignatura de inglés, por la falta de implementación de recursos tecnológicos en tiempo de pandemia. Conclusión. La aplicación móvil educativa STUDENGLISH diseñada en el programa en línea de App Inventor 2, presenta resultados alentadores aportando significativamente al proceso de enseñanza-aprendizaje de la asignatura de inglés.
