Informatization as an attribute of the information society: from retrospection to modern reflection

It has been proven that the development and implementation of educational programs that shape the educational space and the possibilities of ensuring territorial development at various levels are of particular importance for training a qualified specialist. In this context, the characterization of the educational components of the implementation of PhD programs in geodesy and land management is a relevant and timely issue. The implementation of the PhD educational program is aimed at training a highly qualified, competitive specialist in the field of geodesy and land management by deepening and improving theoretical knowledge and practical skills, professional skills in the field of architecture and construction in the field of geodesy and land management, improving language and philosophical competences, forming the ability to conduct research and creation of modern systems of geospatial support and land use for the development of cities and regions. As a result of the study, the educational components of the implementation of the PhD program in geodesy and land management were characterized. Within the framework of the educational and scientific program, it is proposed to additionally characterize the components of the territorial development of land use in the regions. In particular, geospatial components are defined, where cartographic support, directions and possibilities of application of geoinformation systems and technologies are characterized, territorial, functional, socio-economic factors are distinguished. Urban planning, investment and ecological factors of territorial development of land use in the region are characterized. The educational components of the implementation of the PhD program in geodesy and land management are characterized. Competences are defined, which allows for the formation of a systematic approach to the training of specialists. It should be noted that the implementation of the educational program is formed through a range of issues related to the training of highly qualified specialists who are able to formulate and solve complex scientific and practical tasks in the field of geodesy and land management and implement the results of scientific research. Features of the application of the program include the possibility of taking into account the directions and features of territorial development and the efficiency of land use at the regional level. Mastering the presented program allows you to form an educational environment that takes into account the possibilities of using modern geodetic and geospatial tools, the provisions of the theoretical and methodological platform, and is aimed at ensuring the territorial development of the region and increasing the efficiency of land use. The development of the information society at the present stage of active implementation of information and information and telecommunication technologies, access to cross-border information systems, availability of various types of information is a new stage in the development of human civilization. Information today is a real force that significantly affects the development of the state, society, and personality.At the same time, along with significant positive changes, new challenges and threats to the person, the state, national security, etc. are emerging.Under these conditions, ensuring the rights and freedoms of man and citizen guaranteed by the Constitution of Ukraine in the information sphere and ensuring state independence, national security, immutability of the constitutional order of Ukraine are integrated into a complex complex of interrelated and interdependent problems that need to be effectively addressed, primarily at the legislative level. This determines interest in the chosen topic. It is worth noting that the constitutional right to information cannot be integrated into domestic legislation at the proper level without a scientific analysis of constitutional and legal norms and their constitutional regulation, analysis of the relationship between constitutional, legal and specialized regulation of the right to information [1].Information, according to researchers, is a productive force and a commodity, while at the same time being a means of protection and attack in defending the state, corporate and personal interests of subjects of power relations. Since the first attempts at scientific understanding of the concept, essence and meaning of information in society, the problem of the right to access information has been the object of considerable attention of representatives of various scientific directionshistorical, socio-psychological, philosophical, legal, technical, etc. However, despite the different level of coverage of the problem in terms of information content and source support, they do not exhaust the research topic, but on the contrary, in modern conditions of ADAPTATION OF UKRAINIAN LEGISLATION TO EU REQUIREMENTS 110 formation of the national and global information space, it is enriched and actualized [2].

Стаття присвячена проблематиці діджиталізації. Вивчено її особливості з точки зору важливості при формуванні та гармонійному розвитку конкурентоспроможності експортно-орієнтованого підприємства. Проаналізовано інформаційний аспект діджиталізації в умовах експортно-імпортної діяльності. Визначено, що для вітчизняних підприємств діджиталізування передбачає перехід від «традиційних» методів реалізування ними їх підприємницької діяльності (включаючи всі види їх бізнес процесів) до запровадження, використання інноваційних методів, застосування цифрових, інтелектуальних технологій. Констатовано, що процес діджиталізації передбачає трансформування, активне запровадження та використання цифрових технологій у бізнес-процесах задля їх оптимізування. В роботі запропоновано поетапність формування інформаційно-комунікаційної системи підприємства за умов діджиталізації.
