Abstract: Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sect… Show more

“…This should increase the benefits for both stakeholders and users/occupants toward project service delivery. “…In fact, the private sector involved in PPP projects would not automatically contribute to regional sustainability (J. F. M. Koppenjan & Enserink, ). For example, the involvement of the private sector in PPP projects, with its profit‐making mind‐set, usually promotes the investments being confined to providing infrastructures in high‐value locations, whereas less profitable geographical regions and project types are often overlooked (Patil et al, ). In this respect, the role of governance mechanisms at the institutional level is essential.…”

“…However, intergenerational equity should also be emphasized in defining the PPPs' contribution to regional social sustainability. From the intergenerational perspective, the cost of infrastructures delivery by PPPs should be fairly distributed over their life cycle, which means the current investment in PPP projects should not result in a transfer of massive fiscal liabilities to future generations (Patil et al, ; Roehrich, Lewis, & George, ). When governments borrow money for the construction and operation of infrastructure PPP projects, it is easy to consider the immediate social impacts of developing project or loaning itself (Vanclay, ).…”

“…The private partner is expected to be efficient to provide well maintenance in TPPP projects as they involved in both the construction stage and operation stage and consider the cost of the whole concession period as a package (Sharma & Cui, ). The maintenance affects the project quality and sustainability, which subsequently influence the users' satisfaction (Patil et al, ). It is understandable that improvement of project quality was considered as a critical sustainability factor.…”
