Thirty-four percent (34.40%) of irrigation areas in Indonesia are under the authority of the central government, 17.89% under the authority of the provincial government and 47.71% are under the authority of the District/Municipality government. Various efforts have been made by the government to improve the performance of surface water irrigation systems that cover 78% of the total irrigation area, however, the performance did not improve significantly. One of the cause is due to the damage of national surface water canals that affect the performance of the irrigation system. The purpose of this study was to analyze the factors that influence the institutional performance of the irrigation system in the spatial dimension in the semi-arid region of Timor Island, East Nusa Tenggara. The spatial approach of the Geographically Weighted Regression (GWR) method was chosen as an alternative approach in the analysis of irrigation system performance because it considers the variability of hydrogeological characteristics and the performance of different irrigation systems in each irrigation area based on their authority. The results of this study indicated that the total cropping intensity had a significant effectand decreased the performance of the irrigation system. The higher rice productivity and the maintenance frequency of the main system (headworks and canals) would improve the performance of the irrigation system. Meanwhile, the lower damage rate of the main system would improve the performance of the irrigation system. Irrigation area under the authority of district/municipality had a lower/worse irrigation system performance than those under the authority of provincial and central governments.

Sistem irigasi merupakan sistem yang sangat kompleks, meliputi air irigasi, daerah irigasi, prasarana fisik irigasi, sumber daya manusia, kelembagaan irigasi, manajemen, pembiayaan, teknologi partisipasi petani/P3A yang saling terkait untuk menunjang pertanian. Untuk meningkatkan produksi pertanian, upaya-upaya yang dilakukan perlu dirumuskan dengan memerhatikan kinerja sistem irigasi dan pengaruh setiap faktor terkait. Penelitian ini bertujuan menganalisis faktor yang berpengaruh terhadap kinerja sistem irigasi daerah irigasi kewenangan kabupaten/kota, provinsi, pemerintah (pusat) di wilayah semi-arid Pulau Timor melalui pendekatan Principal Component Analysis (PCA). Metode analisis komponen utama menggunakan lima belas indikator dari data 345 daerah irigasi. Studi ini menyimpulkan lima belas variabel menunjukkan hubungan signifikan baik positif maupun negatif terhadap kinerja sistem irigasi. Urutan kontribusi terbesar memengaruhi kinerja sistem irigasi dalam model komponen utama adalah aspek kelembagaan, kewenangan daerah irigasi, produktivitas padi, ketersediaan sarana penunjang operasi dan pemeliharaan, tingkat kerusakan saluran pembuang, tingkat kerusakan saluran sekunder dan tingkat kerusakan saluran primer. Intensitas pertanaman total menunjukkan hubungan negatif terhadap kinerja sistem irigasi di wilayah semi-arid dengan keterbatasan air. Sementara itu, luas daerah irigasi, produktivitas padi, tingkat partisipasi petani pemakai air, ketersediaan sarana penunjang operasi dan pemeliharaan, rasio tenaga operasi dan pemeliharaan terhadap luas daerah irigasi, frekuensi pemeliharaan bangunan dan saluran, biaya operasi dan pemeliharaan, biaya rehabilitasi, kewenangan daerah irigasi provinsi menunjukan hubungan positif terhadap kinerja sistem irigasi.

Estimating the conveyance efficiency of traditional irrigation schemes systems is very important. It is because of understanding the volume of water lost along with the transportation facility, enhancing water usage and productivity, hence making better decisions about the utilization of water resources. The objective of the study was to determine water abstraction permit compliances and estimate conveyance efficiency and crop and water productivity of traditional irrigation systems in northern Tanzania. The task involved measurement of irrigation water flows to determine the amount of water abstraction, inflow (head) and outflow (tail) between the canals to determine the conveyance efficiency of the main, secondary, and tertiary canals of the traditional irrigation systems. Moreover, water and yield obtained at the farm level were determined. Results indicate that approximately 72% of water transported reaches the destined farm which produced maize (Zea mays L) yields of 1054.5 kg/ha, 892.4 kg/ha, and 875.156 kg/ha at downstream, midstream, and upstream which equals 0.41 kg/m3, 0.15 kg/m3, and 0.09 kg/m3, respectively, while about 28% of water is lost along the canals through evaporation, seepage, and deep percolation and overtopping. Consequently, water measured at furrow intakes in total was 3,500 L/s, equal to 23% more than the permitted amount of 2856.14 L/s at Usa River Catchment. Interventions to minimize water losses starting at the furrow’s intakes are urgently required in the current trend of the increasing demand for water resources for food production and schemes performance. Subsequently, more effective conveyance technologies and water management strategies other than canal lining are required.
