“…Procurement always involves the state in a variety of complex and often overlapping policy, political and administrative activities (World Bank Group 2016). Besides the self-evident need to procure specific kinds of goods and services required to ensure the administrative machinery continues to function and deliver what is needed, economic development (Rogerson 2004), support for strategic industries (Dewes, Dalmarco, and Padula 2015), and innovation (Edquist and Zabala-Iturriagagoitia 2012) have historically been areas in which procurement featured significantly in policy-making and in service to government policy agendas. It can be used for largely "procedural" purposes, for example, to promote the formation of specific kinds of industrial clusters or R&D activities (Demircioglu and Vivona 2021), or it can be used directly, in a more substantive way, to accomplish or put into practice specific government goals, for example, to build new police stations in under-served neighborhoods in order to deter or lower crime rates.…”

“…Although that kind of small-scale, low-cost purchasing is a staple of government contracting, besides the need to procure specific kinds of goods and services that ensure the continued functioning of government administration and stimulate domestic economic development (Rogerson, 2004), large-scale "strategic" procurement efforts by government are also plentiful. In these latter efforts, governments attempt to meet goals such as supporting key industries and economic sectors or regions (Dewes et al, 2015), cultivating enhanced employment and innovation (Edquist & Zabala-Iturriagagoitia, 2012), and promoting industrial clusters or R&D activities (Demircioglu & Vivona, 2021) to name only a few.…”

“…The National Institute for Space Research (INPE) is the main agency promoting R&D and innovation in aerospace technologies. Besides instituting proactive policies to promote independent domestic research, the government has emphasized international partnerships in this sector to mitigate risks in cost and technology (Dewes, Dalmarco and Padula, 2015). The Law on Innovation has also had an impact on innovation activities in this sector by stimulating interactions between academia, industry, and government.…”

“…The Law on Innovation has also had an impact on innovation activities in this sector by stimulating interactions between academia, industry, and government. This has led to more productive partnerships based on a better articulation of demand (Dewes, Dalmarco, and Padula, 2015). Chagas (2015) reviewed procurement practices associated with the China-Brazil Earth Resources Satellite (CBERS) program.…”
