Innovation Trajectories in Developing Countries: Co-evolution of Global Value Chains and Innovation Systems

Abstract: This article investigates how combining global value chain and innovation system approaches can help to foster an understanding of the possible trajectories that learning and innovation may take in developing countries. Based on the wealth of empirical evidence collected in the special issue, we introduce the notion of the co-evolution of global value chains and innovation systems and outline a framework for investigating the interaction between the two in a dynamic perspective with multiple trajectories. We f… Show more

“…To do so, it distinguishes between operational capabilities and DCs and shows how the underlying processes of building and exploiting DCs can concomitantly lead to social and economic upgrading in GVCs and affect GVC configurations. Thus, it advances current conceptualisations of capabilities within GVC research and provides a more nuanced distinction of different types of innovation capabilities (Lema et al, 2018).…”

“…Secondly, it is largely assumed within GVC research that learning opportunities and upgrading are determined by external influences, such as local and regional industrial policies and specific governance structures, and the so-called vertical 'knowledge transfer' between lead firms from the Global North and their suppliers from developing countries (Gereffi et al, 2005;Hansen et al, 2016;Humphrey & Schmitz, 2002). Conversely, limited attention has been paid to intra-firm learning and the agency of local firms in facilitating learning and upgrading within their organisations and value chains, despite an increased acknowledgement of the role that local innovation systems play in capability building and upgrading in GVCs (Lema et al, 2018;Pietrobelli & Rabellotti, 2011). Even though the importance of firm capabilities as a determinant for upgrading has been underlined (Humphrey & Schmitz, 2002;2004), the nature of capabilities and processes of capability building remains underexplored in GVC research.…”

“…The preferred EE profile would be based on the complementarity of LEs such as large, government-owned institutions or enterprises, and SMEs. Larger entities collaborating with SMEs might be helpful in implementing regional innovation policy and specialisation (Foray, 2014;Gancarczyk & Bohatkiewicz, 2018), and in integrating the regional EE with global value chains (Pietrobelli & Rabellotti, 2011;Gereffi & Lee, 2016;Lema, Rabellotti, & Sampath, 2018;European Commission, 2016).…”

“…The novelty of this analysis lies especially in the addition of the international dimension to the IS approach, which is an under researched area (Pietrobelli & Rabellotti, 2011), and applied to the business services context. It contributes to the literature by placing the analysis of the interaction between GVCs and the NIS in the South African context, using novel empirical data, and by identifying potential feedback loops between the two, which has been stressed as an important research avenue (Lema et al, 2018a(Lema et al, , 2018b.…”
