This chapter evaluates the unique properties of non-financial assistance, focusing on SME and innovation voucher schemes and their role in promoting long-term economic competitiveness, resource efficiency, and business resilience. These schemes ultimately enhance knowledge services, skills, and capacities within SMEs. We present the origin and evolution of voucher schemes in the EU and outline the general trends observed among various EU member and candidate countries in understanding and applying these concepts. The comparative analyses encompass SMEs across several industrial sectors, highlighting services such as R&D, testing and certification, technology development, and deployment. Subsidized services offered by selected universities and private and public research/testing/certification organizations are also discussed. A key challenge identified is the effective dissemination of this business support instrument to ensure that many SMEs can benefit from various service providers in an administratively manageable fashion.
