Abstract. Support small business development is a high priority of state regulation of economy. The article examines and analyzes the basic directions in infrastructure support of the enterprises of small and medium enterprises, contributing to increase the contribution of this sector to the economy of the country. In Russia small business is a much smaller place and plays a minor role in the development of economic relations. This is reflected in the development of economic relations both domestically and within international relations. Flexibility in economic relations of Russian companies on the world stage is quite small. Foreign trade operations in most cases are implemented by big businesses and small businesses in Russia are active only within their regions. Infrastructure support of development of small business in Russia is a task that is not solved until now. Every leader coming to power, determines the necessity of development of small business, the set of tasks for development of the company forced to return attention to big business. Each stage of development of infrastructure should be consistent, should carry out their tasks. AT the present stage of development of the infrastructure for small businesses, we see a separate unrelated decisions that do not represent a complete concept. In this regard, it is necessary to identify those factors that need to be developed first and foremost in the development of infrastructure.

Abstract.Research purpose is identification of sales problems of energy saving actions for residential sector of economy, including with use of the power service contract. The choice of the object of the study is related to the general issues on energy saving of residential facilities and increasing the number of unresolved problems. Unfortunately, the efficiency of energy consumption of housing stock is extremely low that directly leads to an increase in citizens' payments for public utilities (housing and communal services). There are many problems associated with the aging of fixed assets: it becomes especially evident in winter seasons. The level of quality of delivery, distribution and consumption of expensive heat resources that has the greatest impact on a residence comfort and sometimes human life and health, is very low. Our population faces to year overheating or freezing, to leakages through worn pipes and the subsequent disconnection of water and heat. Despite the public declaration of the of the active processes of modernization of the housing municipal economy in the Russian Federation, the implementation of the necessary energy-saving elements in the housing sector is evolving very slowly. The article presents conceptual positions, which will bring the issues related to energy saving and efficiency to a new level.

Abstract. Instability of a foreign policy situation and deepening of financial crisis actualize need of monitoring of food security's condition as objective condition of economic sovereignty of Russia. Modern approaches to definition of food security of the state are considered in article. Critical evaluation of separate provisions of the Doctrine of food security of the Russian Federation is given. The analysis of a condition of food security of Russia in the directions of independence, economic and physical availability of the food is carried out on the basis of statistical data. Food security in Russia was reflected in the political decisions that defined the new economic policy of the state in the foreign market. modern import substitution program has shown its effectiveness, which is based on the absence of alternative paths of development. An important condition is the slow pace of development of the internal economy of Russia in conditions when domestic markets competition is virtually nonexistent. Food is a priority in the development of society, ensuring political and social balance, therefore, organizational solutions discussed in this material has a transdisciplinary character. The author's conclusions can be useful to researchers who are trying to decide how macroeconomic objectives, and conducting research for innovative solutions in many sectors of the economy.
