Sustaining watersheds that were developed through community mobilization are a major challenge in Ethiopia despite significant efforts to promote soil and water conservation technologies and approaches. This paper investigates the hypothesis that institutional rationality and functionality play an important role in developing enduring watersheds by comparing the good performing Model research watersheds and adjacent watersheds developed through extensively promoted community mobilization. A semi-qualitative research method was used by applying a multi-stage purposive sampling technique for selecting sample respondents. Based on the new institutional economic theory, twelve effective institutional indicators were devised for the evaluation. Questionnaires were designed and tested to solicit respondents’ perceptions on these indicators. Data were analyzed using the Mann-Whitney test. The results showed that significant differences were observed between the two watershed groups in relation to good interaction (p = 0.03) and technical rationality (p = 0.04). Most of the institutional characteristics and rationalities that led to better performance in the case of the Model research watershed were lacking in the community watersheds. In the Model watersheds, effective institutional characteristics and rationalities contributed to enhanced natural resource conservation, increased incomes, improved household food security, and provided additional social benefits. The most important lesson is that close follow-up and informed engagement leads to a speedy recovery and the sustainability of Community watersheds from implementing modest re-orientation of the existing institutional arrangements.

The watershed development programmes have been hailed as an important agent for overall rural development in India by enhancing livelihoods through natural resource management. The tenure for these government-funded projects end after five years but the benefits of the project are expected to be taken forward beyond the project duration through the active participation of the community-based organisations. This study aims to address the relatively untouched area of post-project management of watershed programmes, and draws experience from a primary survey covering 201 watershed projects in four major states of India, 3 to 5 years after the completion of the project period. Through the lens of institutional survival after the withdrawal of government funding, this paper follows the debate around the community-based institutions created for the purpose of project ideally meant to promote development through a ‘neat’ bureaucratic design that seeks to remove ‘political’ interference referred widely to as ‘anti-politics machines’ in the academic discourse. In reality, they leave out large sections of the community in terms of their representation. This paper questions the institution-building process and its outcome, particularly with respect to survival of the core watershed institution, that is, the Watershed Committee.

Bundelkhand region contributes more than half of total pulse area of the Uttar Pradesh state but the productivity is below the state average, which calls for various technological interventions, development of infrastructure and marketing strategies. This study assessed the profitability of pulse cultivation, identified the constraints and suggested policy measures using the data collected during 2016-2017 from 100 pulse growers selected from two backward districts of Bundelkhand region, namely Jalaun and Hamirpur. Growth in area, production and yield was estimated using data for 1980-2015 through compound annual growth rate and the highest growth was observed during 1980-1990 period. Modern cost concepts were used to assess the profitability of pulse cultivation and results revealed that the cost of cultivation per hectare was significantly higher in pigeon pea in comparison to gram, pea and lentil crops. The marketing charges paid by the village trader, wholesaler and retailer ranged between INR 20 to INR 40 per quintal for different crops. It was also observed that the quantum of marketable surplus and its percentage share to total production in pigeon pea, gram and lentil increased with the increase in size of land holding. The pulse production in the region faced with constraints related to production, processing and marketing. Hence, technologies and infrastructure need to be embraced through suitable policies to favour farmers, so as to maintain balance and keep the interest of both producers and the consumers.
