Insuring Water Supply in Irrigated Agriculture: A Proposal for Hydrological Drought Index-Based Insurance in Spain

Abstract: In Mediterranean-climate regions, irrigated agriculture is especially vulnerable to the risk of hydrological drought and irrigators are particularly concerned about its negative effects. During a hydrological drought episode, irrigators receive insufficient water to meet their crops' water needs, giving rise to the so-called 'water supply gap'. In such circumstances, agricultural production and irrigators' incomes are considerably reduced. In order to minimize the negative effects associated with water supply … Show more

“…This study further found that as income level increases, the participation of water conservation higher. Several studies have found a relationship between higher income levels and support for environmental causes and environmental behaviors [42][43][44]. However, it should be noted that this does not imply that higher income individuals are more environmentally concerned, just that they may have the time or resources available to commit to performing environmental behaviors.…”

“…Insurance can support projects to improve water supply and sanitation, as well as sustainable irrigation methods with innovative products. For example, insurance based on the hydrological drought index-based insurance in Spain 38 and federal crop insurance for sustainable rice irrigation methods in the USA 39 show how insurance can manage the risks associated with water resources. These models not only encourage investments in the water sector but also promote sustainable practices.…”

“…Nonetheless, longer dry periods can cause shortages forcing operators to reduce capacity or even interrupt business. Water scarcity is a growing hazard, often related to hydrological droughts, and in most cases, requires hydrological modeling for predicting and forecasting water storage (Denaro et al, 2018;Gómez-Limón, 2020;Guerrero-Baena and Gómez-Limón, 2019;Mohor and Mendiondo, 2017).…”
