Integrated strategic planning and multi-criteria decision-making framework with its application to agricultural water management

Abstract: Sustainable water resources management involves social, economic, environmental, water use, and resources factors. This study proposes a new framework of strategic planning with multi-criteria decision-making to develop sustainable water management alternatives for large scale water resources systems. A fuzzy multi-criteria decision-making model is developed to rank regional management alternatives for agricultural water management considering water-resources sustainability criteria. The decision-making model … Show more

“…The establishment of strategic planning at agricultural enterprises faces several methodological difficulties, one of which is the choice of an effective enterprise development strategy. The process of developing an effective strategic activity of an agricultural enterprise is a multifaceted and complex task that requires consideration of the main theoretical approaches to defining the concept of the "development strategy of an agricultural enterprise" [5].…”

“…Thus, a contradiction arises between the similarity of the external environment and the need to find a unique strategy for each enterprise, which is indicated by the classical theory of strategic management [4]. In this regard, agricultural formations need help conducting a strategic analysis of the external environment and special methods for studying the internal environment [5].…”

“…The techniques that are followed to change the independent variables is referred as optimization technique. There are various types of techniques or algorithms which are used to change the objective function among which BFO is one of the rarely used but efficient techniques which is inspired by the foraging methodology of bacterium (Maanan et al 2018;Radmehr et al 2022). Section 2.2.1 explains the algorithm and its strengths and limitations.…”

“…This study is applicable for monitoring changes in surface water due to changes in atmospheric conditions. The analytical model framework and the sensitivity analysis presented in [56] are suitable for water management in large-scale water resource systems. Hierarchical analysis in combination with the fuzzy Technique for Order of Preference is used in this decision-making model.…”
