Upon admission to the U.S., refugees are assigned to one of the nine resettlement VOLAGS operating in the U.S. 2 (Elias, 2017;Forrest & Brown, 2014;Kenny and Lockwood-Kenny, 2011;Zucker, 1982) which then coordinates with local affiliates and state agencies to find appropriate placements within local communities (Capps, et al, 2015;Fandl, 2017;Mott, 2010;Wright, 1981;Zucker 1983).
