Purpose: The eight discipline (8D) report is a method for solving problems in industry and is based on an eight-step problem-solving process and is often called an 8D report. The 8D report has been covered in the literature; however, much of the literature on 8D reports only describes the use of 8D reports and fails to evaluate 8D reports empirically. The purpose of this research is to determine if the use of 8D reports combined with training within an organization leads to finding root causes more quickly. Methodology/Approach: The research uses a mixed-methods approach. A case study describes the implementation of 8D reports in a manufacturing organization in the automotive industry. The paper then looks at five years’ worth of data after the implementation of an 8D-based process for addressing quality problems and determined if there is a significant difference in the time to find root causes after the implementation of 8D reports combined with training. Findings: The research found that the time to solve problems was reduced between the early and later years after the implementation of an 8D process and related training. Faster problem resolution means resources can be redirected elsewhere, as well as a reduction in scrap or rework. Research Limitation/Implication: The paper only looked at the use of 8D reports in the case study organization. Originality/Value of paper: This paper provides evidence supporting the effectiveness of 8D reports as an approach to problem-solving. The case study aspect also provides guidance for managers seeking to implement 8D reports in their organizations.

Reducing Cost Overrun in Public Housing Projects: A Simplified Reference Class Forecast for Small Island Developing States

Inaccuracies in cost estimation on construction projects is a contested topic in praxis. Among the leading explanations for cost overrun (CO), factors accounting for large variances in actual cost are shown to have psychological or political roots. The context of public sector social housing projects (PSSHPs) in Small Island Developing States (SIDS) is positioned with similar CO challenges. This study is the fifth phase of a series of research projects on the vulnerability of PSSHPs to COs, and the need to de-risk cost estimates. The aim of this study is to present a simple and practical application of Reference Class Forecasting (RCF), a promising solution utilizing an “outside view” approach, as an effective control to reduce the variance of forecasted cost inaccuracies. Using a sample set of 82 housing projects, a reference class of 23 projects was selected based on properties such as design-build procurement type and local contractor involvement. A probability distribution was then established for this reference class, and required cost uplifts to be applied were based on the level of risk a housing agency is willing to accept for PSSHPs. Finally, the accuracy of the reference class was tested using a recently completed project. The results showed that the RCF method, based on a 50th percentile risk acceptance of CO, provides a closer estimate to the actual costs of the project as compared to the contracted costs. This empirical study is the first to undertake and implement RCF in the 52 SIDS and presents the first instance of practical RCF in public housing projects worldwide, thus providing a platform for improvement in future PSSHPs’ budget forecasting. The research can be applied to lessen societal and economic welfare losses as well as significant financial risks for governments. The implementation of practical safeguards, such as RCF, together with contemporary standard project controls, provides immediate advantages for enhancing accuracy in present forecasting approaches against financial risks. It allows for improved value derived from social infrastructure projects, improved supply of public housing, and consequently progress for these nations towards achieving their sustainable development goals.

El presente artículo se planteó como objetivo analizar el proceso de construcción de teorías científicas y sus implicaciones en la elaboración de la tesis doctoral. Para cumplir dicha meta se realizó una revisión tradicional de la literatura que incluyó el análisis de fuentes documentales clásicas y contemporáneas, localizadas en importantes bases de datos como WOS y Scopus. El producto del trabajo realizado describe los distintos métodos lógicos y enfoques de investigación empleados para generar teorías, con la finalidad de aportar nociones básicas acerca de la construcción de teorías y contribuir a dilucidar asuntos que generan constantes dudas en los doctorandos. Por último, se proponen algunos procedimientos para la construcción de teorías, dejando claro que los esquemas propuestos y secuencias son flexibles y que pueden ser adaptados en función de la naturaleza del objeto de estudio, los intereses e intenciones de los investigadores y las normas de cada institución.
