An advanced air interface for mobile communications systems is proposed to enhance radio spectrum utilization and to offer integrated services. The proposed interface has a three-layer signalling structure, which is optimized from the network and mobile point of view. A novel cell selection logic based on Fuzzy logic and a new channel assignment strategy is also proposed to improve radio transmission features. These techniques can directly be applied to future mobile radio systems, including personal telecommunication systems.
