Inter-regional spillover of China's sulfur dioxide (SO2) pollution across the supply chains

Abstract: Inter-regional spillover of air pollution can be regarded as a mixture of economic externalities and long-distance transport. To comprehensively reveal this problem, a new consumption-based sulfur dioxide (SO 2 ) emission inventory in 2010 for 30 provincial regions of China was compiled by introducing source-receptor relationship (SRR) model to integrate the spillover impacts of physical transport from emitter (producer) region to receptor region and virtual transfer from driver (consumer) region to emitter re… Show more

“…Externality is another key construct identified from the case and is operationalized as the cost or benefit that affects a party who did not choose to incur that cost (i.e. negative externality) or receive that benefit (positive externality) (Ding et al , 2018; Zhang et al , 2019). Social and environmental aspects of externality are particularly salient in this study.…”

“…Optimizing regional industrial layout and limiting production and emission are two important governance measures ( General Office of the State Council of China, 2010 ). The State Council of the People's Republic of China has formulated a series of measures and regulations for the improvement of air quality ( Jin, Andersson & Zhang, 2016 ; Li, Qiao, Zhu, Shi & Wang, 2017 ; Shi, Wang, Chen & Huisingh, 2016 ) in regions with serious air pollution ( Song, Zhang & Zhang, 2020b ) and showed a significant downward trend of the concentration of air pollutants ( Zhao et al., 2021 ; Zhang, Nakatani, Shan & Moriguchi, 2019b ). Beijing-Tianjin-Hebei region has also carried out a series of industrial layout adjustments from 2014 to reduce the spread of air pollution by adjusting the industrial layout ( Geng, Wang, Ettema & Anderson, 2020 ; Ministry of Natural Resources of China, 2014 ; Shi et al., 2016 ; Wu, Liao & Hu, 2021 ).…”

“…To date, extensive validation of CEs and their environmental effects have been conducted (Baumert et al, 2019;Hamilton and Friess, 2018), and measuring CEs from energy consumption has received increasing attention (Chen et al, 2017;Gudipudi et al, 2016;Zhang et al, 2019). For example, Lu (2018) quanti ed and analyzed the impact of CEs from fossil fuel consumption at the national level.…”
