The most prominent problem in the process of economic globalization is the shortage of high-quality international talents. As colleges and universities that train talents, they shoulder the important task of international talent training. However, there are still some deficiencies in the training of international talents in domestic universities, such as inconsistent practical teaching, incomplete teaching practice conditions, instable teaching staff, and unsound management system, etc. This paper starts with the problems existing in the practical teaching of international talent training in China, and then puts forward that the practical teaching of international talent training must be based on China's national conditions. By comparing and analyzing 39 journal articles, the author proposes some solutions to improve the ability of colleges and universities to cultivate high-quality international talents. During the process of cultivating high-quality international talents, colleges and universities must change ideas and build a perfect teaching system; Increase investment and provide excellent teaching conditions; Introduce talents to ensure the stability of the teaching staff; Innovate management and improve practical teaching mechanism. Only by this way, colleges and universities could cultivate more and more excellent high-quality international talents with a sense of social responsibility who have an international vision and Chinese feelings, are familiar with international rules, and can directly participate in international cooperation and competition.

The extreme marine weather is a very vital factor and has important implications for of marine economic development. However, there is a lack of systematic and quantitative analyses of its impact on the marine economic development. Here, we study the impacts of extreme marine weather on marine economic development of 11 coastal regions in China, using the dynamic panel model. We found that extreme marine weather exerts a significant negative impact on the marine economic development. The marine scientific and technological innovation promotes marine economic development in a prominent manner. The marine scientific and technological innovation slows down the unfavorable impact of extreme marine weather on the marine economy. After considering different industries for marine economic development and heterogeneity, we found that extreme marine weather and marine scientific and technological innovation have a great impact on marine economic development in the tertiary industry and the areas with high development concerning marine economy level, while deliver a small impact on the marine economic development in the primary industry and the areas low development level. This paper empirically studies the relationship between the two variables of marine extreme weather and marine science and technology innovation and its impact on marine economic development, enriches the research perspective of extreme weather on marine economic development, and provides new method evidence for improving the level of marine scientific and technological innovation and promoting the development of marine economy.

The purpose of this article is to empirically test the role of talent in the economic development of countries in the modern world. As the main research method, the authors use regression analysis, which involved variables characterizing the talent competitiveness of countries, as well as indicators of countries' economic development. The authors use two indicators to empirically measure the economic development of countries in the modern world. The first is a static indicator, GDP per capita, which measures the economic performance of the world's countries. Second, the dynamic indicator of the average change in GDP per capita over the previous 10 years measures the economic growth of the world's countries. Correlation analysis is used as an additional research method. The results showed that talent is a stable and practically the main determinant of such an important element of the economic development of countries as their achieved state of economic development. At the same time, the talent competitiveness of countries is not the engine of their short-term economic growth. For economic growth, it is enough to attract talent from outside, but for the economic development of the modern world's countries to be sustainable, it is also necessary to be able to grow talents and create conditions for their efficient work within the country. All of these elements are included in the Global Talent Competitiveness Index. Based on empirical results, the authors propose to replace the Global Competitiveness Index (GCI) with the Global Talent Competitiveness Index (GTCI) in research practice. Then the talent will also be included in the conceptual understanding of countries' competitiveness in the modern world.
