The resort sector of the Maldives has played a vital role in the development of the Maldives, influencing the economy, culture, environment, society, and governance. The resort sector is predominantly staffed by expatriates, with many workers employed. Therefore, achieving the proper equilibrium between local and expatriate forces with a priority on developing local employment opportunities is vital. Creating relevant and proactive policies and action plans to build human capital is essential. This study aims to evaluate the current challenges concerned with workforce localisation in the resort sector of the Maldives. This research adopts an exploratory case study approach with the target population being the managers and human resource managers of resorts in the Maldives. The sample population was selected using non-probability purposive sampling. Data was collected using semi-structured, open-ended interviews with twelve participants. The interviews were transcribed and coded, and themes were generated using content analysis. The overarching themes indicate the need for national-level strategies and collective effort from the industry, the regulatory authorities, and educational institutions. The key findings suggest conflicting opinions on striking a balance between expatriate and local workers. The challenge lies in attracting the required workforce from the local population, leading to a reliance on expatriates. The lack of local skills, experience and qualifications adds to the burden of local recruitment. However, findings indicate that areas and roles in the resort sector can be easily localised, thus benefiting the local population. Currently, the government and the resort sector facilitate local development by aiming to close the linguistic proficiency gap, internships, and graduate management programs. The research findings highlight the importance of creating job value, combatting misconceptions and stereotyping, cultivating a work-oriented mindset, and having an inclusive policy paving part-time employment for students. Furthermore, career counselling, real-world learning experiences and training facilities are integral to the success of workforce localisation in the Maldives.

PurposeThis study intends to explore the opportunities and roles of Macao's universities in the education and training development of Hengqin under the General Plan of the Development of the Guangdong–Macao In-Depth Cooperation Zone in Hengqin promulgated in August 2021.Design/methodology/approachThis study is intended to analyze the role of Macao’ universities in Hengqin development, based on data collected through interviewing with dozens of scholars and government officials from Macao and Hengqin, and government reports, news reports and other relevant data.FindingsThe General Plan provides Macao's universities with opportunities to develop education and training in Hengqin. On the one hand, Hengqin can be the locus of Macao's tertiary education diversification; Macao's universities can jointly establish technological research institutions and set up postdoctoral research centers and university branches to enroll master's and doctoral students from Mainland China. On the other hand, Macao's universities can set up a branch of professional training and open training courses in Hengqin. These efforts are designed to promote technological innovation and cultural diffusion in Macao.Originality/valueThis study analyses the potential role of Macao's universities in developing education and training in Hengqin since the central policy was announced last August. This study will be of interest to scholars as well as policymakers.

Globally, information systems have revolutionized various sectors of the economy, and their significance is particularly pronounced in developed countries. Human Resource planning subsystem has emerged as a time-saving and cost-effective solution in managing human resources. The study aims to explore whether there is a significant link between Human Resource planning subsystem utilization and the performance of listed companies at NSE. This study examines the relationship between Human Resource planning subsystem and firm performance of listed companies at the NSE in Kenya. Human Resource planning subsystem is a crucial tool adopted globally to streamline human resource management practices, including HR planning and performance management. The study analyzes the effect of Human Resource planning subsystem components, such as HR planning and firm performance, particularly focusing on the financial perspective, using the return on assets ratio. The study adopts an explanatory research design to identify causal links between Human Resource planning subsystem factors and firm performance. Both primary and secondary data are utilized in this research. Secondary data from financial statements provided by the Capital Markets Authority is combined with primary data collected from questionnaires and interviews conducted with HR managers of thirty listed companies. The study establishes that Human Resource planning subsystem components have a positive influence on the performance of companies listed at NSE. Human Resource planning subsystem facilitates the Workforce Demand Forecasting, Workforce Supply Forecasting, Skills Inventory and Analysis, Succession Planning leading to enhanced performance. Moreover, Human Resource planning subsystem aids in decision-making related to salary increments, promotions, retention, recognition of performance, layoffs, and identification of underperforming employees. The study further reveals that Human Resource planning subsystem effectively manages external information outside the organization, contributing to improved performance. Additionally, Human Resource planning subsystem enables employees to access their payroll information offsite, promoting convenience and reducing payroll administration expenses. Based on the findings, the study concludes that Human Resource planning subsystem, particularly the recruitment and selection subsystem, significantly affects firm performance among NSE-listed companies. Additionally, HR planning subsystem also plays a crucial role in influencing firm performance. To enhance firm performance, the study recommends the implementation and improvement of the Human Resource planning subsystem. Furthermore, it suggests investing in the enhancement of the Human Resource planning subsystem, as it has a direct impact on a firm's performance.
