International Classification of Functioning, Disability, and Health: Implications for School Psychologists

Abstract: The International Classification of Functioning, Disability and Health (ICF) provides a framework for describing behaviors by viewing them from three broad and different perspectives: (1) physiologic, physical, and psychological functions; (2) a person's engagement in functional life activities; and (3) their participation in social settings. The ICF Framework aligns well with current efforts in school psychology to adopt population-based models of service delivery, reflect public health models of service deli… Show more

“…Central to the development of the IEP is identifying a child's LSN and establishing an agreed process of meeting these [35]. Whilst the exhaustiveness of the ICF-CY coding has been criticized as being unwieldy [13], Kostanjsek et al [36] envisaged the possibility of developing a list of generic environmental factors relevant across health conditions that could be implemented alongside functioning questions. This is the approach taken within Fiji.…”

“…In the context of planning for disability-inclusive education, researchers and practitioners have long acknowledged the need to focus far more broadly than on impairments and health conditions of individual children. The focus must also be on functioning and participation considerations [13,14] and changes required in the environment [1] or instructional context [15]. To establish eligibility for special supports, information is needed that defines whether a child has a disability as well as what the child's learning and support needs are to enable participation.…”

“…The ICF model has two distinct components (Resnik and Plow, 2009; Castaneda et al ., 2014). The first distinguishes four concepts that operationalise disability: body functions , body structures , activity limitations and participation restrictions (Hemmingsson and Jonsson, 2005; Benson and Oakland, 2011; Heerkens et al ., 2018). Body functions refer to the physiological functions of body systems, while body structures refer to the anatomy of the body, such as organs, limbs and their components (Benson and Oakland, 2011).…”

“…Optimizing positive participation is considered the most important treatment and outcome for most children (Imms et al, 2016b) and has been evaluated for use in individual child support planning, agency program development, and population research (Coster et al, 2013). There is an increasing realization that service delivery based on functioning and participation considerations (rather than diagnostic labels) is more appropriate in a system supporting individuals with disabilities (Benson and Oakland, 2011).…”
