A present-day scientific experiment requires organized and self-organizing interaction of hundreds and thousands of specialists. We can offer some recommendations for improvement of the legal mechanisms of international scientific and technical cooperation. The creation of a unified national infrastructure supporting international scientific and technical cooperation of Russian organizations and research teams should be singled out as a separate project within the framework of a federal target program. It seems necessary to develop a special contract system for organizations participating in the Megascience projects, as well as a procedure for selection, monitoring and reporting standards. The issues of recruitment and training of the personnel involved in the functioning of the infrastructure of the Megascience projects are of particular relevance: competency profiles of experts in the management of international research projects should be developed, and the issues of their educating should be resolved as well. An important mechanism of interaction between national, international and foreign entities within the framework of the implementation of the Megascience projects is the creation of a single specialized web portal that would combine the resources of all the participants, simplify and accelerate interaction between research teams, and provide users with the necessary methodological support, in the national language as well. The improvement of legal mechanisms for attracting international and foreign entities for the implementation of the Megascience projects should be based on the creation of an infrastructure that provides administrative, financial, organizational, and legal support for research teams. At the same time, this activity should take into account the opinion of scientists themselves and never directly interfere in scientific and technological processes, allowing for a flexible approach to solving various issues.

Punishment and expulsion are two different strategies to promote cooperation with altruistic sanctions. Among them, expulsion is usually considered more severe and effective than punishment as a strategy to expel the traitor from the field directly. However, frequent expulsions will reduce the number of neighbors around the expellers, and no one can play the subsequent game. Inspired by the fact that people usually take more tolerant punishment measures for most violators, we introduced a switching strategy of punishing most betrayers and expelling a few betrayers in the space public goods game. Unlike the traditional expulsion mechanism, the switching strategy allows the switching strategists to balance the relationship between quickly promoting cooperation and maintaining group stability. Our simulation proves that the switching strategy based on the number of defectors can significantly promote cooperation. Especially when the difficulty intensity is minimal, it can stimulate the emergence of cooperation. In addition, we also determine the optimal switching threshold and the optimal population density under this mechanism. Our work provides a more realistic perspective on the choice of punishment and expulsion, which may help to deepen the understanding of the choice of punishment measures when the number of defectors is high or low.

The purpose of the work is to identify the interdependence of the level of international scientific and technical cooperation (ISTC) of Russian regions with the level of their economic development.The research methods are correlation and regression analysis, comparative analysis, elements of the methodology of foreign member of the Russian Academy of Sciences, professor of Moscow State University V. L. Kvint.Results: For the full sample of Russian regions, there is no significant correlation between per capita GRP and the level of scientific publication activity, both in general and for publications written jointly with scientists from the USA, Germany, Great Britain and China. At the same time, the share of scientific publications in international cooperation in all of these countries, except the United States, has a slight positive relationship with the level of GRP per capita. For a sample of 76 constituent entities of the Russian Federation (which does not include a number of sparsely populated regions with a high level of contribution to the economy of the extractive industry), publication activity, as well as the relative number of joint publications with scientists from these countries, has a pronounced positive correlation with the level of the economy. The greatest contribution to this influence is made by Moscow and St. Petersburg, while a number of regions (Tomsk, Novosibirsk, Leningrad regions) also demonstrate a high level of international cooperation in science with relatively low per capita GRP levels.The results obtained indicate that a positive relationship between the level of the economy and the number of scientific publications in the regions of Russia was revealed, and the obvious benefits of growing international scientific and technical cooperation between the regions were shown. The ISTS level is secondary in relation to other indicators of scientific productivity, but it can be used to identify the dynamics of scientific development and take it into account in the strategic management of regional development. With the reduction of scientific projects jointly with the countries of the USA and Europe, China is coming to the fore, cooperation with whose scientists is promising for the development of the ISTS of Russia.
