Investigating Open Source Software Benefits in Public Sector

Abstract: This paper investigates the benefits of OSS in public sector organizations in order to understand the trends and patterns in different regions over time. Although open source software is used widely, in this study the authors examine the adoption of open source software in the public sector. As such, the paper uses content analysis to review published articles on open source software in the public sector or government organizations between 2003 and 2012 across the regions (Africa, America, Asia, and Europe). “…With this approach, if and when the public sector wants to buy complete systems, any vendor can be the lead in the process, as long as there is a healthy ecosystem producing and operating subsystems for the MEA. This consists of API economy based on clouds [11], reliance on open source [5], and strategic decision for a public actor to avoid vendor lock-in. The main foreseen negative consequence concerns large companies as this lowers the barrier of entry to the field.…”

It is pointed out that year 2019, 70% of the revenues of the company, totalling 64Me, resulted from public sector.…”

“…Consequently, as this research adopts a cloud consumer's perspective, the mitigation of vendor lock-in remains an important motivation throughout its development. The use of open-source technology is associated with a reduction in vendor lock-in risk [32], whilst simultaneously promoting collaboration and reuse amongst the community [33]. Another way of mitigating vendor lock-in-related risks is by hosting the cloud infrastructure in multiple clouds.…”

“…28 Interoperability, compatibility, and integration are three main OSS adoption concerns in the critical sector that must be carefully examined, and high compatibility is essential for widespread adoption. 2,27,[30][31][32][33][34][36][37][38][45][46][47][48][49] Mission-critical sector organizations are aware of the pitfalls of OSS technology (FUD with regard to OSS technological drawbacks). Still, they are comfortable taking the risk, for example, OSS product complexity, OSS ecosystem complexity, lack of road map, and OSS license complexity.…”
