Abstract: Due to dispersal policies applied in many European countries, such as Germany, rural regions are important arrival regions for asylum seekers and refugees. “…This study proposes that while increasing actual state capacity to manage mass migration is critical for migration governance, there is also the imperative to attend to public perceptions about states' capacity to manage policy challenges generated by refugee inflows. Studies that examine how social contact between refugee groups and local communities impacts public attitudes posit that facilitating the formation of social emotional bonds among groups may impact social cohesion processes positively (Glorius et al., 2020; Karakayalı, 2017). This study suggests that local communities regard the state and public authorities as the primary actors in refugee reception and integration in mass migration and understanding the role of the policy context and perceptions about state capacity matter for assessing the role of social interactions on social cohesion prospects.…”
