Zero deforestation" commitments are pledges by companies to avoid deforestation when producing palm oil. Zero deforestation can be implemented using the High Carbon Stock Approach (HCSA), a tool that distinguishes forests from degraded land which can be developed. In highly forested countries like Gabon, zero deforestation may conflict with national economic goals involving palm oil and other agricultural commodities. We investigated perspectives of stakeholders in Gabon about zero deforestation and the HCSA using Critical Systems Heuristics, a systems thinking methodology. In 25 interviews with government, NGOs, companies, and research institutions, and two focus groups with rural communities, we identified three contrasting perspectives on forest conservation and agroindustrial development: international, national, and local. Zero deforestation represents an international perspective that marginalises issues from a national perspective. This may produce unintended consequences that undermine the legitimacy of zero deforestation, including conversion of Gabon's savannahs and disincentives for sustainable business.From a local perspective, zero deforestation is embedded in an agro-industrial vision that may marginalise value judgments concerning forests and traditional livelihoods. Gabon's National Land Use Plan could help reconcile the three perspectives but requires recognition

Conservation approaches in tiger landscapes have focused on single species and their habitat. Further, the limited extent of the existing protected area network in India lacks representativeness, habitat connectivity, and integration in the larger landscape. Our objective was to identify sites important for connected tiger habitat and biodiversity potential in the Greater Panna Landscape, central India. Further, we aimed to set targets at the landscape level for conservation and prioritize these sites within each district in the landscape as specific management/conservation zones. We used earth observation data to derive an index of biodiversity potential. Marxan was used to identify sites that met tiger and biodiversity conservation targets with minimum costs. We found that to protect 50% of the tiger habitat with connectivity, 20% of the landscape area must be conserved. To conserve 100% of high biodiversity potential, 50% moderate biodiversity potential, and 25% low biodiversity potential, 55% of the landscape area must be conserved. To represent both tiger habitat and biodiversity, 62% of the total landscape area requires conservation or restoration intervention. The prioritized zones can prove significant for hierarchical decision making, involving multiple stakeholders in the landscape, including other tiger range areas.

Non-technical summary Tropical deforestation continues apace despite a proliferation of commitments made by companies and governments to control it. Halting and reversing deforestation requires multiple, complementary interventions by state and non-state actors at different scales. We argue that the order in which these instruments and actors are introduced into the policy mix matters. Sequences of interventions from case studies in Latin America show that government commitment is a critical first step, implemented through command-and-control measures and then incentives. Combined with REDD+, they create an enabling environment for supply chain initiatives. A more coordinated and deliberate polycentric governance is needed to achieve zero-deforestation. Technical summary Avoided deforestation provides a natural climate solution for reducing emissions while generating co-benefits for people and nature. However, unleashing this potential requires improved governance. Diverse coalitions of actors are designing interventions to protect forests, each with different motivations and specialization of strategies. We introduce a policy sequencing framework to advance our understanding of how to improve polycentric zero-deforestation governance. Focusing on commodity production in Costa Rica, Brazil, and Colombia, we reconstructed the policy mix of zero-deforestation interventions across three domains – domestic public policies, REDD+, and supply chain initiatives. We classified interventions according to their instrument mechanism – disincentives, incentives, enabling measures – and when they were introduced into the policy mix. We found a sequence of interventions that reflects stages of forest cover dynamics, but also depends on local political will and institutional capacity. Government command-and-control measures are needed early in the policy sequence to slow deforestation, with incentives added to increase legal compliance. REDD+ helps governments build an enabling environment that supports supply chain initiatives seeking to increase forest cover at later stages of the sequence. Policy sequencing and policyscape concepts advance the design of more deliberate polycentric forest governance that enhances actor coordination and instrument synergies in the policy mix.
