Justification of the Expediency of Creating Circular Intersections in Modern Cities

The article is devoted to the matters of public-and-private partnerships in the field of housing-and-communal services. The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Such rather new trends as so called "box decisions" and "pool" securitization of infrastructure projects are considered in the article. According to the author, the use of these options could contribute to the development of housing-and-communal sector and the city infrastructure as well as the urban development as whole.

Assessment of the efficiency of the decisions made during implementation of the investment project in construction

The imperfection of structure and the maintenance of stages of a predesign stage of implementation of the investment project creates some problems which pass into the subsequent stages of the reproduction cycle of a capital construction project, forming additional expenses of time, money and human resources. The authors pay the main attention to the stage of justification of investments (mainly to the means of the federal budget) as to the key element of decision making on the project implementation and also to the technical-and-economical justification of the project, which determines the further design and construction of the facility of the real estate. It is offered to use the system of indicators for the assessment of efficiency of the made decisions on the basis of uncontrollable and controlled factors. The mathematical model of the factors, the order of definition of the extent of their influence is offered. Scenarios of the choice of the investment decision on the basis of the established principles in the conditions of uncertainty are described. The authors point out, that during introduction of the offered mechanism it is necessary to adopt the relevant amendments to the legislative and regulations of the Russian Federation, that in turn involves the emergence of a temporary log. However, the planned results of the work of the modernized system will affect positively on the reduction of duration of the predesign stage without any loss of its qualitative characteristics. Assessment of the efficiency of social innovative-and-investment projects according to the social sphere direction

The review of innovative activity in the Moscow region, the main tendencies of the region's development (including the social sphere) and also the analysis of the existing legislation of the region in the field of assessment of efficiency of social projects is carried out in the article. The article is devoted to the problem of assessment of efficiency of social innovative-and-investment projects. Social innovations are considered as one of the main instruments of the increase in the level and quality of the population life and also as the factor of sustainable urban development as whole. The assumption is made, that to the forefront of the assessment of the efficiency of social innovative-and-investment projects there has to be a calculation not of efficiency, but off effectiveness of the project, and also the idea, that indicators of effectiveness need to be grouped according to the social directions (housing-and-communal services, education, municipal healthcare, culture, sport and physical culture, transport).
