The continued existence of the Marriage Registrar Assistant (PPPN) at the Marga Tiga Religious Affairs Office (KUA), despite being officially discontinued based on the Director General of Islamic Affairs Instruction No. Dj.II/I of 2015, has led to legal and social problems, particularly in the enforcement of marriage registration laws and regulations. Based on field research using a qualitative approach, it was found that a social bond between KUA officials and PPPN has hindered the proper implementation of procedures and regulations. This has resulted in marriage registrations not being carried out in accordance with legal and professional standards, becoming a common practice that is considered normal, and creating a social and legal behavior that does not align with regulations. If left unchecked, this practice could establish a negative precedent and undermine the legal culture in the community. Sociological factors driving the continued existence of PPPN include the internal interests and strong social ties between KUA and PPPN. The social impact includes a lack of public understanding of the importance of adhering to regulations in marriage registration, as well as the potential for procedural violations. Therefore, the Ministry of Religious Affairs, particularly KUA, needs to provide greater attention by overseeing and regularly evaluating the implementation of marriage registration laws. This is expected to help educate the public to follow the law more closely and prevent non-procedural and unprofessional practices.
