Keeping smoking affordable in higher tax environments via smoking thinner roll-your-own cigarettes: Findings from the International Tobacco Control Four Country Survey 2006–15

Abstract: Background: Roll-Your-Own tobacco (RYO) use is increasingly popular in many countries: it is generally cheaper than factory made cigarettes (FM) and smokers can further reduce costs by adjusting the amount of tobacco in each cigarette. However, the level of risk of RYO compared with FM cigarettes is similar, and does not meaningfully change with cigarette weight. We assessed the weight of tobacco in RYO cigarettes across jurisdictions with differing tobacco taxes/prices and over time. Method: Six waves of th… Show more

“…For instance, the taxation of roll-your-own tobacco (RYO) increased from £129.59/kg in March 2010 to £185.71/kg in March 2015. During this time, RYO also gained considerable market share 13. For instance, between 2009 and 2015 RYO sales increased by 46%, while factory-made cigarettes (FM) declined by 17%,14 such that exclusive RYO had a market share of 26% by 2015 13.…”

“…To allow for the variation in pack size over time (7) we used price per stick (FM) or stick equivalents (RYO). For the latter we used a weight of 0.5g per stick based on the latest evidence on RYO cigarette size in the UK [66]. Real prices were calculated via adjusting nominal prices for inflation to May 2015 prices using the official UK measure of inflation (see Table 1).…”

“…Furthermore, we were able to estimate confidence intervals in order to understand whether patterns in the data are noise or evidence of a significant change in retail prices. We also took advantage of detailed knowledge of tobacco industry pricing strategies [9,[36][37][38][62][63][64][65][66] to aid analysis, design, and interpretation of model results. Our paper also provides the first analysis of the impact of the MET in the UK.…”
