Successful achievement of the 17 Sustainable Development Goals (SDGs), including SDG 7: Affordable and Clean Energy, is impossible without proper financial support, especially after the devastating impact of the COVID-19 pandemic. Despite more than million academic papers related to SDG 7, only very few of them address the financial aspects of achieving SDG 7. To test the hypothesis, “SDG 7 related academic studies ignore the issue of investment in general and responsible investment in particular”, a meta-analysis is performed that includes a number of specific instruments and technics such as SciVal by Elsevier, VosViewer, Google trends, Google Books Ngram Viewer and Google Data. The results show a lack of appropriate academic support (methodology, empirical results, econometric models etc.) for practitioners to fill the existing financial gap and successfully achieve SDG 7. Among 1.2 million SDG 7 related papers, less than 100 deal with the financial gap problem measured by trillions of dollars in achieving SDG 7. This paper identifies the most promising and relevant topics for study related to SDG 7 and investment: the impact of the pandemic on decisions in the energy sector; efficiency of SDG 7 investment support and methodology for its assessment; green bonds, green loans, sovereign green bonds as responsible investment tools to advance SDG 7. This study covers topical issues of the modern state formation in Ukraine. The study was aimed at investigating the interrelations between individuals and subjects of public administration in the context of modernisation of Ukrainian society and the state. The purpose of this study was to identify the possibilities of introducing civilised aspects of relations between subjects of state power and civil society into management activities, which has been successfully implemented in management practice in countries bordering Ukraine: Poland, Romania, Hungary, the Baltic states, etc. The paper employed the following methods: analytical substantiation of the problems under study; focus group; expert survey; research-to-practice developments in the problems of relations between public councils and subjects of public administration, etc. Having studied the theoretical and practical components, the authors concluded that the public council as a temporary consultative and advisory body, formed under the executive authority to promote public participation in the development and implementation of national policy, is an integral component of a democratic society, which would help in bridging the gap formed over a I. The global climate crisis poses an existential threat to the natural ecosystem and the entire humanity, while new effects (Covid-19, war in Ukraine, etc.) and factors increase the risk to national security and public stability in the EU countries and beyond. The most important global challenge of our time has prompted the formation of climate change management policies around the world; international agreements have been concluded for this purpose. In 2015 the Paris Agreement was signed and the United Nations General Assembly approved the United Nations Agenda for Sustainable Development until 2030. The goal 13 "Take urgent action to combat climate change and its effects" and tasks for the implementation of this goal were established and approved by the EU legal acts. The European Green Deal was initiated to define the EU's vision of creating a climate-neutral economy by 2050. Those interested in climate change and the green course often raise the question of whether everything possible has been done to prevent (stop) or eliminate climate "erosion" processes. To climate change sceptics, these documents or efforts may seem excessive (and expensive), but it is important to determine whether the full-fledged, comprehensive or targeted communication is available in the EU, whether the dissemination of public information about the processes of the green deal is sufficient and what the management of this information entails. This is because information management is one of the most important components of the successful implementation of the Green Deal. The supreme audit institutions of the EU countries conducted assessment of EU countries in preparation for the implementation of the Sustainable Development Goals (SDGs). The assessment of the public's knowledge and understanding of the EU green deal was performed using a uniform, approved and generally accepted control model. The article aims to analyse the role of information management in implementation of the Green Deal in the EU and the US by distinguishing the 2020-2022 period of global COVID-19 pandemic based on a Lithuanian case study.
