Key steps for a mental health and addictions performance measurement framework for Canada

Abstract: To inform the development of a pan-Canadian Mental Health and Addictions (MHA) performance measurement framework, we undertook a rapid review of the recent Performance Measurement (PM) literature and solicited input from 20 MHA policy and measurement experts. Six key steps for framework development were identified: recognizing and acknowledging key issues, developing shared language and understanding of key concepts, defining overall scope, defining framework dimension/domains, selecting indicators and using s… Show more

“…While many observers questioned the meaning of the term "integrated", it soon became clear that this involved a mix of Lean management, performance measurement and dashboards (Lagac e and Landry, 2016). Implementation of the PMS appeared to many as coherent with the current zeitgeist, bringing Quebec's healthcare system in line with trends in Canada (Sirotich et al, 2019), and other countries (Henrique and Godinho Filho, 2020) to increase healthcare organisations' accountability for performance.…”

“…In identifying the key steps for the development of a performance measurement framework in mental health and AOD treatment in Canada, researchers identified four approaches from the literature to select measures: concept mapping, expert panels, a project team or systematic ranking by experts such as the Delphi method [ 5 ]. The authors suggest that it is essential that people with lived experience are also provided with the opportunity to meaningfully participate in the selection of measures [ 5 ].…”

“…In identifying the key steps for the development of a performance measurement framework in mental health and AOD treatment in Canada, researchers identified four approaches from the literature to select measures: concept mapping, expert panels, a project team or systematic ranking by experts such as the Delphi method [ 5 ]. The authors suggest that it is essential that people with lived experience are also provided with the opportunity to meaningfully participate in the selection of measures [ 5 ]. Researchers have used the Delphi method to identify outcome measures and domains in other areas of health‐care, including in identifying core domains of quality of life to assess the effectiveness of health‐care interventions, and have included people with lived experience, providers, academics and the general public in the process [ 6 ].…”
