La Dimensión Estratégica de la Política de Defensa: apuntes para su conceptualización desde el caso argentino

Abstract

Resumen: El presente artículo indaga la vertiente estratégica de los estudios sobre defensa nacional y destaca a la misma como una línea de investigación que ha sido escasamente abordada por la literatura. Luego de posicionar dicha vertiente en el campo, se establecen puentes conceptuales entre los términos "defensa" y "estrategia" con el objetivo de tener una mejor aproximación teórica y analítica a lo que denominaremos la "Dimensión Estratégica de la Política de Defensa" (DEPD). Asimismo, se identifica que la misma está compuesta por cuatro elementos que, si bien están estrechamente relacionados, pueden ser analizados por separado. En este sentido, se utiliza el caso argentino para abordar, mediante el análisis de documentos oficiales, leyes vigentes y entrevistas en profundidad a actores clave, a cada componente de la DEPD e ilustrar tanto la vinculación entre ellos como la relación entre el concepto y el caso empírico utilizado.

Defense policy shaping foreign policy. An alternative interpretation through the study of the Argentine-Chilean Relations

“…In other words, both States had the objective of maintaining control and majority sovereign presence in the Beagle Channel, as a priority axial point for both of them (Barreto, 2020). In this line, the objective linked to maintaining control of the channel's islands meant that each State was perceived by the other as a threat, which is typical in the field of national defense (Battaglino, 2015;Magnani, 2021). La defensa como herramienta de acople: el caso de Argentina frente a Estados Unidos (2015-2019)

“…La política exterior y las estrategias de inserción internacional constituyen los únicos campos dentro de la disciplina de las Relaciones Internacionales que han realizado aportes a la cuestión de la autonomía. La literatura argentina que estudia los temas de defensa nacional se ha orientado a analizar las relaciones cívico-militares (Fontana 1984;Battaglino 1999;López 2001;Battaglino 2010;Diamint 2008;Saín 2010;Derghougassian 2012), los aportes de la defensa nacional a la política exterior (Tokatlián y Russell 1998;Eissa 2013;2017;Busso y Barreto 2020; Magnani y Altieri 2020), el diseño estratégico de la política de defensa (Anzelini y Poczynok 2014; Anzelini, Poczynok y Zacarías 2017) y el carácter estratégico de la política de defensa (Saín 2003;Magnani 2021). Hasta el momento, no se ha analizado la forma en la que la política de defensa puede ser abordada desde la escuela de la autonomía.…”
