La dynamique spatiale des activités logistiques dans les aires urbaines françaises

Abstract

The number and intensity of freight flows have increased over the last decades, in a context of fast integration of the world economy and deep transformation of production and distribution systems. In France, to cope with this new complexity, many logistics activities have been created across the country and have since concentrated in largest urban areas. Within them, new locations become increasingly suburban, in order to take advantage of the availability of large parcels and where land prices are cheaper. But the suburbanization dynamic doesn't follow a stable and predictable path. What interpretation is to be given to this heterogeneity: is it the same phenomenon just with a time lag of one or several decades or does it involve different location strategies? A fine analysis of suburbanization paths, based on building permits data, is carried out in this paper. It provides some elements necessary to the understanding of suburbanization dynamics. It shows that the most frequent suburbanization pattern is characterized by an initial sprawl followed by the emergence of a few suburban poles. These findings are consistent with the hypothesis put forward by recent works of an increasing importance of agglomeration economies in the fields of logistics and distribution.Au cours des dernières décennies, les flux de marchandises se sont multipliés et intensifiés, dans un contexte de mondialisation accélérée et de profonde transformation des systèmes productifs et de distribution. En France, pour faire face à cette nouvelle complexité, un grand nombre d'activités logistiques ont été créées, d'abord sur l'ensemble du territoire, puis de manière plus sélective. Les centres au sommet de la hiérarchie urbaine, dont la vocation de redistribution vers le reste du territoire a été renforcée au fil des trois dernières décennies, accueillent désormais une part grandissante de ces implantations. Au sein de ces grandes aires urbaines, les nouvelles implantations logistiques se font de plus en plus loin des centres, attirées notamment par une plus grande disponibilité foncière et par des loyers modérés. Mais cette dynamique de périurbanisation logistique n'est pas portée par une trajectoire stable : au contraire, les rythmes et les périodes de périurbanisation peuvent être très différentes d'une aire urbaine à l'autre. Comment interpréter cette hétérogénéité dans les formes de périurbanisation : avons-nous affaire à un simple décalage du phénomène dans le temps ou bien est-il possible d'envisager différentes stratégies d'implantation des activités logistiques ? L'analyse fine des trajectoires de périurbanisation logistique des aires urbaines, permise par l'exploitation de données sur les permis de construire, apporte quelques éléments de compréhension des dynamiques à l'oeuvre.
