This paper aims to explain the National Security Council (NSC) in Indonesia Security Bill Design that refers to comprehensive security and human security concepts. The NSC's importance is to encounter military and non-military threats, which are constantly experiencing unexpected changes that the other country has implemented. The research methodology used in this study is to use qualitative descriptive studies with purposive sampling sample selection methods. Then to test the validity of the data used, data triangulation techniques by comparing the information obtained so that analysis could be done with different sources. Applications to this study are to support national security policy to in􀅫luence policymakers by offering a concept of the NSC as an alternative to make a national grand strategy based on comprehensive security and human security concepts. This study shows that the discourse of establishing the NSC serves as an institution that synchronizes overlapping national security policies through the National Security Bill. To realize the implementation of holistic and comprehensive state security, it is necessary to ensure human safety based on Human Security declared by the United Nations Development Program (UNDP). To realize the stability of national security policy, it is necessary to eliminate several state institutions such as the Presidential Advisory Council, the National Resilience Council, and the Coordinating Ministry for Politics, Law, and Security which regulatory does not yet have a clear security concept. Therefore, to realize the establishment of the NSC as an institution that helps the President formulate a state security policy, a regulation that contains a national grand strategy to support the Republic of Indonesia that is ready to deal with military and non-military security threats.

Many theoretical approaches to cybersecurity adopt an anthropocentric conceptualisation of agency; that is, tying the capacity to act to human subjectivity and disregarding the role of the non-human in co-constructing its own (in)security. This article argues that such approaches are insufficient in capturing the complexities of cyber incidents, particularly those that involve self-perpetuating malware and autonomous cyber attacks that can produce unintentional and unpredictable consequences. Using interdisciplinary insights from the philosophy of information and software studies, the article counters the anthropocentrism in the cybersecurity literature by investigating the agency of syntactic information (that is, codes/software) in co-producing the logics and politics of cybersecurity. It specifically studies the complexities of codes/software as informational agents, their self-organising capacities, and their autonomous properties to develop an understanding of cybersecurity as emergent security. Emergence is introduced in the article as a non-linear security logic that captures the peculiar agential capacities of codes/software and the ways in which they challenge human control and intentionality by co-constructing enmity and by co-producing the subjects and objects of cybersecurity.

Microsoft's Challenge to US Militarization of Cyberspace: A Lacanian Study of Norm Entrepreneurship

Microsoft is making strategic attempts to change the US government's practices of exploiting technical vulnerabilities in Microsoft software for military and intelligence purposes. So far, these efforts have not borne fruit. Microsoft's strategy has much in common with one of the most common strategies proposed by the International Relations literature on norm entrepreneurship in terms of exposing the contradictions between the government's ideals and practices. The article contributes to this literature by examining Microsoft's strategy through Lacanian psychoanalysis and suggests that it fails to work as intended, not because the US public or those in government remains unaware of the contradictions, but because the strategy is unable to address the existing desire to transgress the cyber ideals. Lacan's formula for transformation, the Analyst Discourse, provides an alternative framework for examining norm entrepreneurial potential in light of such transgressions. It proposes that the entrepreneur must occupy a position as the (psycho)analyst who hystericizes the norm violator. The article revisits Microsoft's attempt to halt the militarization of cyberspace and argues that the proposal of becoming a “Cyber Red Cross” holds a potential to hystericize but cannot succeed as long as Microsoft refuses to repress its status as a profitable cyber expert.
