Context The paper studies the possibilities of how the cultural explosion theory and path dependence approach could be used for exploring landscape (change). The former is an approach (not theory) used in humanities and social sciences to study the processes that happen when culture changes rapidly—how new cultural processes are created and how the past ones are integrated or forgotten. The latter is an approach developed also in social sciences, mostly economy, to study how the current decisions are dependent on the past decisions. Objectives To demonstrate the possibilities the two theoretical approaches might offer. Methods We discuss the ways landscape change could be analysed using, first, cultural explosion theory and, second path dependence approach, and demonstrate this on the example of the post-Soviet military areas. Results Both approaches are indeed useful in understanding landscape change. The demo case on military landscapes allows for distinguishing three different development paths for the future of the areas: set-aside, active use, and neglect. Similarly three different ways of relating with the past are found: ignorance and oblivion; acknowledging the past; and making use of the past. Conclusions Landscapes have time boundaries and these two analytical tools in fact help us to navigate through these boundaries, understand better the trajectories of change and the importance (or the lack of it) of the past.

This article describes two Latvian towns, Cēsis and Bauska, which have medieval origins and noticeable layers of subsequent historic periods. Both of their town centres have historic heritage protection status and a complex mixture of values, needs, and opportunities for the locals and visitors. The towns have recently had some physical improvements implemented in their public spaces, with key differences in the interplay between local governments and stakeholders. The Cēsis case was a municipality-initiated and public-led intervention to build awareness. The Bauska case was mainly a plea from active inhabitants that was only partially realised by the municipality, with limited support. In both cases, the introduced changes tackled some accumulated challenges, such as insufficient walkability, degraded public space, and car-centric town centres, but they also provoked discussions about the quality of the achievements, which raised questions about collaboration culture and practice between stakeholders. This study evaluates the interventions initiated by the municipality and the initiatives by nongovernmental organisations from the point of view of the tools applied and from the point of view of the civil process. This research contributes to discussions about the challenges of different approaches in spatial planning and provides recommendations about possible integrated planning solutions, as well as about the formation of the civil process.

Autor opisuje działalność instytucji filmowych krajów bałtyckich (tj. Litwy, Łotwy i Estonii), analizując różnego rodzaju dokumenty normatywne i programy inicjowane przez te placówki. Bazując na rozważaniach Jana Assmanna oraz Astrid Erll o pamięci kulturowej i sposobach jej eksternalizacji, autor wskazuje, że wspierane ze środków publicznych instytucje filmowe spełniają się również jako instytucje pamięci. Przybliżając historię instytucjonalizacji przemysłów filmowych wymienionych państw, uwypukla ich rolę pamięciotwóczą i tożsamościotwórczą. Bezpośredni przykład stanowią tu programy wprowadzane w ramach obchodów stulecia uzyskania (lub odzyskania) niepodległości omawianych krajów. Szczegółowo opisując normatywną stronę tych programów i ich efekty, autor potwierdza pierwotne założenia dotyczące pamięciotwórczego charakteru instytucji filmowych. Scharakteryzowanie wskazanych zjawisk pozwala też uzupełnić lukę w badaniach kina krajów bałtyckich.
