Large university with high COVID-19 incidence is not associated with excess cases in non-student population

Abstract: Large US colleges and universities that re-opened campuses in the fall of 2020 and the spring of 2021 experienced high per capita rates of COVID-19. Returns to campus were controversial because they posed a potential risk to surrounding communities. A large university in Pennsylvania that returned to in-person instruction for Fall 2020 and Spring 2021 semesters reported high incidence of COVID-19 among students. However, the co-located non-student resident population in the county experienced fewer COVID-19 ca… Show more

“…The timing of Wave 1 and Wave 4 in relation to those in surrounding counties is inconsistent with the argument that our university reopening contributed to COVID incidence in the surrounding communities. Studies at other large universities with COVID policies and monitoring programs similar to our own support this conclusion (77)(78)(79).…”

“…Bharti et al . 35 identified lower per-capita incidence in Centre County residents relative to the 5 surrounding counties, as well as a greater movement restriction and less time spent outside the home. Whilst this paper only examined Centre County residents, it is plausible that PSU employees were more able to work remotely and similarly reduced their movement and non-household contacts, relative to non-PSU employees.…”

“…Studies on the prevalence of SARS-CoV-2 antibodies in various university communities suggest that the circulation of the virus in these communities, before the closure of teaching activities, was essentially identical to that of the general population [ 12 , 13 , 14 ]. However, there have been reports of outbreaks on campuses after HEIs reopened [ 15 , 16 , 17 , 18 ], thus highlighting a possible role of these institutions in sustaining the pandemic.…”
