Many commentators have pointed out the presence of a tension, even a contradiction or inconsistency, between two theses advanced by Friedrich Hayek: that the growth of institutions ought to be spontaneous rather than consciously designed, and that the conscious design of a constitution is necessary, so as to secure a desirable social order. Our paper shows via textual analysis that, far from being irreconcilable, these two theses, on the contrary, complement each other.

Résumé Notre analyse propose d’expliquer les conceptions de Smith et de Condorcet relatives à l’instruction publique à l’aune de leur adhésion commune aux préceptes de ce que l’on nommera le « Libéralisme de la liberté ». Fondé sur la primauté donnée au respect des droits naturels, ce libéralisme rend nécessaire l’action de la puissance publique en matière d’instruction afin de garantir la jouissance des droits naturels et de limiter les effets pervers de la division du travail. Nous montrons que les prérogatives de l’État en matière d’instruction varient profondément entre les deux auteurs, nous amenant à nous interroger quant à l’existence de traditions différentes au sein du « Libéralisme de la liberté ». Cet article traite de deux auteurs, inconnus l’un de l’autre, influencés par le paradigme cybernétique : F.A. Hayek et J.R. Beniger. Les deux auteurs utilisent la cybernétique pour décrire deux dimensions complémentaires des ordres économiques complexes : leur dimension spontanée et marchande, et leur dimension construite et technologique. Nous montrons alors que le modèle hayekien, au contraire de celui de Beniger, aborde ces deux dimensions comme deux systèmes économiques exclusifs, et qu’il néglige la question de leur articulation empirique. C’est en ce sens que nous proposons de révéler un impensé du modèle hayekien par la pensée de Beniger.
