Le tourisme comme enjeu dans la reconstruction post-catastrophe naturelle

Abstract

2017 a été une saison cyclonique active dans l'Océan Atlantique nord, avec le passage de plusieurs phénomènes cycloniques majeurs : José (catégorie 4), Maria (catégorie 5) Harvey, (catégorie 4) ou encore Irma (catégorie 5). Parmi les plus puissants enregistrés dans le bassin Atlantique nord (Nicolas et al., 2018), Irma atteint Saint-Martin le 6 Septembre 2017.2 Île de 90 km², Saint-Martin est partagée en deux parties, dépendantes de deux métropoles européennes. Au sud, Sint Maarten est un État associé au Royaume des Pays-Bas et au nord Saint-Martin est une Collectivité d'Outre-mer française (illustration 1). Ces deux territoires bénéficient de statuts spécifiques, leur conférant une large autonomie par rapport à leur métropole de rattachement. Dans ce texte la distinction entre les territoires sera faite comme suit : Sint Maarten fera référence à la partie néerlandaise, Saint-Martin à la partie française et on parlera de « l'île de Saint-Martin » ou de « l'île », lorsqu'il s'agira de l'ensemble du territoire.
