Learning Health System in Crisis: Lessons From the COVID-19 Pandemic

Abstract: The novel coronavirus disease (COVID-19) pandemic is the gravest public-health crisis that the United States has seen in more than a century. Healthcare delivery systems are the focal point for interfacing with COVID-19; however, many were and remain unprepared for this or similar outbreaks. In this paper, we describe the Learning Health System (LHS) as an ideal organizing principle to inform an evidence-based response to public-health emergencies like COVID-19. We further describe barriers and challenges to t… Show more

“…An LHS, as a type of learning organization, develops capacities for both single-loop and double-loop learning at the individual and organizational levels [ 64 ]. An LHS paradigm facilitates the processes of evidence generation and synthesis through the development of interoperable data platforms and infrastructure to provide real-time and adaptable data to continuously inform policies and practices [ 68 ]. The iterative process of data aggregation, analysis, interpretation, feedback, and change is responsive to the emergent nature of evidence and the need for learning from and with stakeholders, including communities and frontline practitioners.…”

“…Broadly speaking, public health functions during a pandemic include early and rapid detection, modeling, and assessment of potential impact, and proactively planning a systematic and iterative response [ 14 ]. To fulfill these functions, PHAs must effectively carry out several activities including data collection and sharing; case identification and management; contact tracing; mapping; monitoring of cases and transmission; community risk sensitization and engagement; preventive education; and other timely preparedness and response activities [ 15 ].…”

“…Also entire service must be resilient on epidemic consequences (health and operational ones). This could face many actual challenges in epidemic management related to early detection, wide national and international cooperation (Doosti-Irani et al, 2020) and learning lessons from COVID-19 and other disasters (Romanelli et al, 2020).…”
