The relevance of the study is determined by the fact that countering criminal raiding is an important vector of modern state criminal law policy. For the Russian economy, this phenomenon is one of the previously unknown ones, since it is associated with the transition to a market model of economic management. The first mention of such cases in our country we find in the media at the end of the XX century. At the same time, entrepreneurs began to receive official appeals to law enforcement agencies with reasonable demands: to create normal conditions for them to do business and provide guarantees for their personal and property security. Representatives of power structures periodically claim that the problem of raiding in Russia is a thing of the past and has been successfully solved. However, the analysis of statistical indicators shows the opposite picture. It is alarming that there is a trend towards a steady increase in the corresponding illegal manifestations. We believe that the real situation is even more serious, since the digital indicators set for accounting are based only on data on registered crimes of this type. At the same time, the latter have a high level of latency, which, of course, affects the results of their detection.

Currently, issues of ensuring personal safety and formation of behavioral skills in dangerous and emergency situations are of particular relevance to modern society. In this regard, there is a need to teach students how to deal with situations that threaten health and life. This task is implemented as a part of the teaching the discipline "Health and Safety". The reduction in the number of classroom lectures and practical classes indicates the need for a constant search and use of modern teaching methods and techniques. The aim of the study was to determine the features of the teaching methodology of the discipline "Health and Safety" in a modern university. In the presented work theoretical and empirical research methods were used, including the analysis of educational and scientific-methodical literature, survey, questionnaire and testing, comparison method. The article describes the experience of teaching the discipline "Health and Safety" using various teaching methods and techniques, including the electronic educational environment. Examples of using situational tasks (case tasks), game modeling, project activities, interaction with relevant organizations, and the method of thematic disputes are given. To evaluate the effectiveness of the applied methods, the questionnaire and testing were carried out at the beginning and at the end of studying the discipline. The results showed an increase in the number of students who are ready to provide first aid. First-aid knowledge and skills became more demanded and necessary for most students. Self-esteem of students in the field of knowledge and skills of first aid dressing increased. Test results revealed an increase in the level of knowledge of first aid in students after studying the discipline. The comparative analysis of the level of knowledge of students of different years at university is shown. The article may be of interest to teachers, educators, and education professionals.

Scientific expenditure and distribution of higher education drive the sustainable and stable development of regional economy. Currently, China faces an imbalance in the allocation of higher education resources. To solve the problem, it is necessary to study the spatiotemporal difference of higher education development. Therefore, this paper explores how higher education varies in time and space and measures how the spatiotemporal difference and input of higher education affects regional economy. Firstly, the authors divided the influence of spatiotemporal difference and input of higher education on regional economy into four aspects. Next, the spatiotemporal differences of higher education were examined in detail. Based on the four aspects, an equilibrium model was established for regional economic development, and the law of evolution to equilibrium was analyzed. Experimental results verify the effectiveness of the established model.
