Lessons Learned from CDC’s Global COVID-19 Early Warning and Response Surveillance System

Abstract: Early warning and response surveillance (EWARS) systems were widely used during the early COVID-19 response. Evaluating the effectiveness of EWARS systems is critical to ensuring global health security. We describe the Centers for Disease Control and Prevention (CDC) global COVID-19 EWARS (CDC EWARS) system and the resources CDC used to gather, manage, and analyze publicly available data during the prepandemic period. We evaluated data quality and validity by measuring reporting completeness and compared these… Show more

“…An increasing body of research is endorsing the transition from event-based surveillance to forecasting or early warning system approaches in surveillance practices [ 34 , 35 ]. Most of the studies are based on virus surveillance by detecting WNV from human samples or by processing mosquitoes that have been collected over several years [ 36 39 ].…”

“…Big data surveillance monitoring, or observational monitoring not guided by hypotheses, was important early in the pandemic to track where cases were. However, its utility has decreased (Ricks et al, 2022). Targeted monitoring data that addressed questions such as effectiveness of social distancing, public closures, and self-imposed or mandated quarantines were needed to inform policy and individual decision-making.…”
