Fuel demand surges and supply shortages during hurricanes are problematic. However, fuel consumption and refueling behavior are not well discussed in disaster scenarios compared with the extant literature on these topics during normal conditions. This study used an emerging data source to report when fuel demand (indicated by gas station visits) deviated from a normal variation range during Hurricane Ida (a Category 4 Atlantic hurricane in 2021), how long the deviation lasted, and which area(s) experienced greater deviations. Gas station visits are likely to surge within 2 days before storm landfall, while evacuation destinations and intermediate trip connectors had longer surges. Using univariate linear regression, this study also statistically explored what factors might affect the fuel demand deviation at an aggregate level. The testing results revealed that zones of higher vehicle ownership, more daily commuters driving alone, lower residential stability, more mobile homes, and less storm impacts tended to have more gas station visits (i.e., greater fuel demand). Then, this study analyzed data at a more disaggregate level to identify the characteristics of gas stations that are more likely to have more visitors. Gas stations near interstates/highways attracted more visits, especially within 2 days before storm landfall. Gas stations farther away from interstates/highways attracted more visits after storm landfall. Overall, this study contributes to our knowledge about fuel consumption and refueling location preferences during hurricanes. These findings could help public agencies and private companies in their fuel supply planning (e.g., fuel distribution) and response (e.g., providing power generators to focal locations).

Big data products offer a new paradigm to understand and analyze human mobility patterns, a primary interest of long-range transportation planners. However, it remains unclear how widely these datasets are utilized by planners and to what extent they influence decision-making. We present the perspectives of more than 50 planners from MPOs across the United States. While we found a range of use cases, there was also a tendency to focus on a narrow set of applications. Transparency, regulation, and legitimacy emerged as the primary factors influencing adoption decisions.

The concept of Complete Streets prompts a re-evaluation of the road design paradigm of the past century, which prioritized vehicles over human-centered use. It seeks to integrate land-use planning with urban mobility, focusing on a safer, more accessible allocation of street space that supports diverse transportation modes, stimulates local economic development, encourages active mobility, and reinforces place identity while recognizing each street’s unique purpose. However, Complete Streets have competing planning demands that vary according to their context and capacity to serve different functions and users. Identifying these priorities and street types is crucial for managing the trade-offs between functions according to each street’s role. This article presents a framework for assessing a street’s purpose and guiding interventions, focusing on the first two of the three key functions of Complete Streets: place, movement, and environment. The proposed framework is flexible and objective while allowing qualitative and subjective insights to be integrated. The preliminary results align with the empirical analysis of street segments, indicating the framework’s potential for diagnosing and evaluating street completeness. The developed experiment helped identify the framework’s limitations and its value as a tool for urban planning and design.
