Lessons Learnt during the Implementation of WISN for Comprehensive Primary Health Care in India, South Africa and Peru

Abstract: Introduction: The World Health Organization introduced the workload indicators of staffing needs (WISN) in 1998 to improve country-level health workforce planning. This study presents the primary care health workforce planning experiences of India, South Africa and Peru. Methods: A case study approach was used to explore the lessons learnt in the implementation of WISN in India and South Africa. It also describes the methods developed and implemented to estimate health workforce in Peru. We identify the barrie… Show more

“…India and South Africa had unique experiences integrating WISN into their health system; none of the countries has yet benefited from implementing WISN due to financial, infrastructure, and technical challenges. Since the methodology developed by the Peruvian Ministry of Health is context-specific, its performance has been promising for health workforce planning (Mabunda et al, 2021). Health managers should plan using WISN.…”

“…The methodology was already used in Peru, according to the Policy Guide on Human Resources for Health 2018-2030. It was used for a variety of strategic decisions, including public health intervention programs, strategies for disease prevention and control, and training plans for medical experts ( 22 ). A better health care management model can enhance the health status of the population.…”

“…As far as we are aware, this is the first application of a stochastic workload model to estimate health workforce needs at a sub-national level. Previous studies have used static models to project health worker needs, mostly at the national level [ 51 – 53 ], with a few sub-national applications [ 54 56 ]. However, none have previously incorporated stochastic population trajectories, uncertainty in disease incidence, or seasonality, as far as we have uncovered in the literature.…”
