Leveraging endogenous climate resilience: urban adaptation in Pacific Small Island Developing States

Abstract: Pacific Small Island Developing States are often referred to as the “frontline” of climate change, facing an array of worsening climate-related shocks and stressors. However, despite their underlying exposure to climate change impacts, the role of Pacific Island cities as both an avenue for adaptation and sites of climate vulnerability is often overlooked. This paper reflects on two ongoing participatory action research projects conducted by UN-Habitat and research partners from Australian universities in Honi… Show more

“…The first governance process I discuss here is the Port Vila Urban Resilience and Climate Action Plan (PVURCAP), which UN-HABITAT is in the process of preparing in collaboration with advisors working for RMIT University in Australia and government agencies in Vanuatu (Trundle, Barth and Mcevoy, 2019). I refer to the PVURCAP as a process rather than a document because it is not yet possible to comment directly on the written report, which is not yet complete and has not yet been made public.…”

“…The strong emphasis on participation and bottom-up analysis has proven to be extremely valuable as it has enabled local voices to introduce their own perspectives of community vulnerabilities and priority needs, as well as allowing them to be actively involved in the co-design of climate actions and capacity building activities. It has also ensured that the future implementation of local actions will be more cognisant of community-level structures, and hence more likely to be locally 'owned' and sustainable in the longer-term [12,15]. In support of this 'bottom-up' agenda, the project team regularly engages with a range of national and city Government, Non-Government, and local community actors.…”

“…Focus 5: technologies, methods and measures to promote the sustainability of port cities In port cities, the endogenous climate resilience [77] and new smart technologies [78] could be used to deal with climate change and to manage water. Yigit and Acarkan [79] proposed a new power management method and algorithm for ships using hybrid energy in ports.…”
