Indonesia's new capital city, Nusantara, is being developed with the smart city concept, with Smart Governance (SG) as a domain outlined in the Nusantara Smart City Blueprint. SG refers to the government's utilization of information and communications technology (ICT) to improve decision-making by promoting better stakeholder collaboration. Establishing the SG domain in the greenfield Nusantara requires cooperation among the government, private sector, and citizens as the users. Hence, it is crucial to develop an Enterprise Architecture (EA) framework that defines the business processes, technical infrastructure, and information systems to provide SG services successfully. Therefore, this research aims to develop the EA framework for Nusantara's SG domain, ensuring that the smart features within the domain are aligned to enhance the ease of doing business in Nusantara. To obtain its objective, this study utilized The Open Group Architecture Framework (TOGAF) as a comprehensive approach to the domain's planning, design, implementation, and management.
