Life-event modelling framework for e-government integration

Abstract: Ability to offer a citizen-centric view of government model is the key to a successful e-government service. Life-event model is the most widely adopted paradigm supporting the idea of composing a single complex egovernment service that corresponds to an event in a citizen's life. Elementary building blocks of Life-event are based on atomic services offered from multiple government agencies. This study found that methodological mechanics of service integration and in particular the requirements engineering for… Show more

“…Third, our work is theory-inspired [54] and leverages prior work as kernel theories [63]. In particular, we build upon and extend prior work related to universal values [53], service blueprinting as an approach to designing services [3] and scenario-based design [4].As described earlier, we infuse work related to value cocreation [24] and life events [50] to further enhance this set of kernel theories. Fourth, the outcome from our work can be described as a 'method,' following the terminology suggested by March and Smith [34].…”

“…Although a life-event occurs in the life of a citizen, it can then be conceptualized, in the context of e-government; as a collection of actions including at least one public service, which executed in its designated workflow to fulfill the request of a citizen arising form a new real-life situation [60]. The requirements of life-event as a workflow are much more than the just the collective requirements of its individual components [50]. Moving to the setting of digital era governance, a citizen's life event may result in an interaction with not just government agencies, but also other public or private service providers.…”

“…In [35], A multilevel abstraction of life-events for egovernment services integration was presented. They define a life-event as a collection of actions required to deliver a public service, satisfying the requirements of a citizen in a real-life scenario.…”

“…During the past six years, electronic government (e-government) has been one of the most active areas of ontology development [1], [2], [3], [4], [5], [6], [7]. In e-government, ontologies are being used to describe and specify e-government services (e-services), primarily because they facilitate the semantic integration and interoperability of e-services.…”
