Drought is a familiar climatic phenomenon in the United States Southwest, with complex human-environment interactions that extend beyond just the physical drought events. Due to continued climate variability and change, droughts are expected to become more frequent and/or severe in the future. Decision-makers are charged with mitigating and adapting to these more extreme conditions and to do that they need to understand the specific impacts drought has on regional and local scales, and how these impacts compare to historical conditions. Tremendous progress in drought monitoring strategies has occurred over the past several decades, with more tools providing greater spatial and temporal resolutions for a variety of variables, including drought impacts. Many of these updated tools can be used to develop improved drought climatologies for decision-makers to use in their drought risk management actions. In support of a Food-Energy-Water (FEW) systems study for New Mexico, this article explores the use of updated drought monitoring tools to analyze data and develop a more holistic drought climatology applicable for New Mexico. Based upon the drought climatology, droughts appear to be occurring with greater frequency and magnitude over the last two decades. This improved drought climatology information, using New Mexico as the example, increases the understanding of the effects of drought on the FEW systems, allowing for better management of current and future drought events and associated impacts.

As is the case for many semi-arid regions globally, drought in the Intermountain West of the United States is a recurrent, costly phenomenon that leaves few aspects of human and natural systems untouched. Here, we focus on drought impact data and evaluation challenges across four non-agricultural sectors: water utilities, forest resources, public health, and recreation and tourism. There are marked commonalities in the way drought indicators-that is, hydrometeorological conditions-are tracked, but considerable differences in how impacts are measured, evaluated, and disseminated. For drought indicator data, researchers and practitioners have a veritable smorgasbord of data at their fingertips. Such data are often spatially and temporally continuous, available at a wide variety of scales, and readily accessible through government-funded online portals. This is in stark contrast to drought impact data, which are typically collected opportunistically, if at all. These data are thus often limited in spatiotemporal scope and difficult to access relative to drought indicators. Concerningly, even within a given sector, the definition of drought impacts, quantitative or otherwise, can vary considerably, making it difficult to evaluate the true cost of drought. Far from being specific to the Intermountain West, these problems are found in most regions experiencing drought. We suggest such challenges are surmountable through the development of a common drought impact framework based around economic damages and purposeful, continuous, government-funded drought impact data collection. These tractable changes will allow for a better quantification of drought's true impacts under both present conditions and climate change scenarios in the Intermountain West and beyond.

Drought is an abstract and complex phenomenon that can be difficult for many people to comprehend. Proactive planning to improve response during drought events is necessary but complicated because it involves stakeholders and decision-makers with competing interests. A category of games, called serious games, have proven to be helpful when learning about abstract concepts, and for improving communication and conflict resolution with respect to water-related issues. In this study, we present a new in-person role-playing game that serves as a drought educational tool in both classroom and professional settings. The message of the game emphasizes the importance of communication and cooperation between various communities and sectors that can be affected by drought. Furthermore, it also encourages discussions and collaborations between stakeholders involved in drought planning and can serve as an icebreaker activity. The game has been played in a variety of settings including university classes, university extension workshops, and drought workshops. This study describes the game itself, its development, and the results of surveys from game participants that were used to evaluate the usability of the game as an educational and icebreaker activity.
