Local Transportation Policy and the Environment

Abstract: The paper introduces a simple framework for analyzing the environmental effects of local transportation policies, and it reviews some evidence. In several cases, subsidies for local public transportion have led to substantial reductions in road transportation and have thereby reduced externalities. “…We have chosen to make a policy instrument selection (beside technology) consisting of LEZs, restrictions in parking license issuance, subsidy incentives, market based incentives, road fuel excise duties, parking rate, car sharing, electric vehicle rate and the adoption of clean technology. Policy measurements such as road pricing (Schmutzler, 2011), the adoption of public charging infrastructure and public procurement (Egn er and Trosvik, 2018) are not part of the local policy instrument selection in this study, because these have not been widely adopted in the Randstad and the Rhine-Ruhr metropolitan area yet.
