Policy measurements such as road pricing (Schmutzler, 2011), the adoption of public charging infrastructure and public procurement (Egn er and Trosvik, 2018) are not part of the local policy instrument selection in this study, because these have not been widely adopted in the Randstad and the Rhine-Ruhr metropolitan area yet.
