Abstract: In the past 25 years, Kazakhstan has undergone a period of rapid education reform. “…A new legal framework was formulated in the laws "On Education'' in 1992 and "On Higher Education" in 1993 which regulated the overall operations of HEIs (Brunner and Tillett 2007).
