Los contextos institucionales de la transición energética en España y Hungría: la diversidad de un objetivo comunitario

Abstract

Las políticas energéticas de los diferentes países de la Unión Europea están marcadas por varios objetivos comunitarios entre los que se encuentra alcanzar un 32 % de consumo energético renovable sobre el consumo total para 2030. Si bien existen unos objetivos ambiciosos para impulsar la transición energética en Europa, el desarrollo de EERR ha sido desigual entre países. El artículo analiza cómo se está desarrollando en España y Hungría el proceso de transición energética a través del estudio comparativo de los contextos instituciones sobre los que se fundamenta dicho proceso. Dos países cuyo potencial natural les ha permitido ser ambiciosos en sus proyecciones de desarrollo energético renovable, pero que deben plantear un nuevo enfoque de aproximación a sus sistemas energéticos si quieren alcanzar su pleno desarrollo. Junto a problemas estructurales como la tradición energética ligada a hidrocarburos, la monopolización de los mercados eléctricos o la complejidad administrativa, la dimensión social y paisajística de las renovables se plantean como nuevos retos para ambos países. El objetivo del artículo es analizar las similitudes y divergencias entre los dos modelos de desarrollo energético que permitan ejemplificar las diversas realidades nacionales que hay detrás de ese objetivo europeo y entender de la desigual transición energética en diferentes países.

How does society assess the impact of renewable energy in rural inland areas? Comparative analysis between the province of Jaén (Spain) and Somogy county (Hungary)

“…A model typical of Southern European countries, to which the province of Jaén belongs, is characterised by an early incorporation into the European institution, and an approach to energy transition framed in the decarbonisation of the economy, as opposed to a model present in Central-Eastern Europe, to which Somogy county belongs, where the legacy of a socialist economy of national energy policies means that the energy transition has adopted an economic approach through liberalisation and privatisation of the energy sector (Frolova et al, 2019). This comparison, including the study of the convergences and divergences between the two models in greater depth, will allow us to examine one of the challenges that the future of renewable energies in Spain and Hungary must face: the interaction between the social dimension and the landscape dimension of the energy transition (Rodríguez Segura & Frolova, 2021).…”
