Green development (GD) has become a new model of sustainable development across the world. However, our knowledge of green development efficiency (GDE) in Gansu province is poor. In remedy, this study, based on the panel data of 12 major cities in Gansu from 2010 to 2017, employed the super-efficient Slack-based measure (SBM) to analyze and evaluate GDE from the input–output perspective. Furthermore, we analyzed the input redundancy and output deficiency of identified inefficient cities in 2017 and conducted spatial autocorrelation analysis of GDE of the cities under study. Results show differences in the GDE of the major cities in Gansu, with an average value of 0.985. Green development efficiency in Lanzhou, Qingyang, Jinchang, Jiuquan, and Tianshui was relatively higher than in other cities. Green development efficiency in Zhangye, Wuwei, Jiayuguan, Baiyin, Dingxi, Longnan, and Longnan was less than one due to their redundant labor and capital input and excessive pollutant emission output. The overall GDE in Gansu depicts “high east and low west” zones. Each city in Gansu needs to formulate targeted policies and regulations to improve resource utilization, innovation capacity, reduce pollutant emission, optimize the industrial structure, and promote inter-city cooperation to construct a sustainable green economy.

Urban greenspaces underpin ecosystem service provision in cities and are therefore indispensable for human well-being. Nevertheless, they are increasingly disappearing from cities in Sub-Saharan Africa. Understanding how the stakeholders influencing urban greenspace management perceive the benefits provided by urban greenspaces and the challenges to its conservation and management is critical for reversing this trend. Using Malawi’s capital city, Lilongwe, as a case study, we conducted 44 semi-structured interviews to explore the profiles and perceptions of stakeholders who currently hold influence over greenspace planning, conservation and management. Stakeholders with influence over urban greenspace management described the main focus of their organisation as relating to urban planning, natural resources protection and management, development work, or the hospitality business sector. Critically, only a third of all stakeholders focused on natural resources protection and management. Stakeholders had nuanced and varied appreciations of the benefits that greenspaces provide. Regulation and maintenance ecosystem services, as well as cultural services were frequently mentioned. However, provisioning services were mostly mentioned by those in development work. Stakeholders also identified an additional suite of societal benefits that do not directly map onto ecosystem service frameworks, such as the generation of financial income and the provision of employment opportunities. Challenges identified as hampering the planning, conservation and management of greenspaces included inappropriate urbanisation, lack of coordination and participation, and population growth. Lack of coordination was however not widely acknowledged among those focusing on natural resources protection, who conversely identified population growth more often than any other groups. Highlighting how stakeholders with varying priorities perceive ecosystem services a first step towards improving greenspaces management both for their better acceptation and for improving their potential for biodiversity conservation. Specifically, we bring attention to need for stakeholders working with natural resources protection to recognise more the need for collaborations and engagement. Additional research is also necessary to understand how those different perspectives might be integrated into ongoing processes and procedures to manage greenspaces in Sub-Saharan Africa.

AbstrakKawasan Paskal Hypersquare merupakan salah satu kawasan komersial di Kota Bandung yang mengalami ekstensi bangunan yaitu Mal Paskal 23. Studi ini bertujuan untuk mengetahui pengaruh penambahan fungsi baru terhadap elemen kawasan yang diadopsi dari teori elemen pembentuk kota menurut Hamid Shirvani, serta teori urban design lainnya. Berdasarkan hasil pengamatan disimpulkan tata guna lahan kawasan Paskal Hypersquare berada di zona merah dengan fungsi perdagangan dan jasa, telah sesuai dengan RDTR Kota Bandung, namun bangunan Mal Paskal 23 memiliki multi fungsi, yaitu mal (perdagangan), hotel (jasa), dan kampus (pendidikan) sehingga tidak sesuai dengan peraturan. Terdapat 4 kelompok warna pada kawasan Paskal Hypersquare, yaitu primer, skunder, tersier, dan netral. Material yang digunakan di kawasan tersebut adalah material baru. Bangunan memiliki tekstur halus dari finishing cat, kaca, dan ACP. KDB kawasan telah sesuai regulasi yaitu maksimum 80%. Luas bangunan sebesar 38.200 m2 telah sesuai dengan KLB kawasan yaitu 2,8. GSB pada kawasan 25 m telah sesuai regulasi yaitu 25 m untuk jalan arteri kelas C1. Kawasan ini mengkolaborasikan 2 jenis langgam, yaitu modern dan tradisional. Berdasarkan apa yang dialami di lapangan, skala megah lebih mendominasi kawasan Paskal Hypersquare. Mal Paskal 23 kontekstual dengan lingkungan sekitar. Skyline bangunan pada kawasan ini membentuk garis gelombang dinamis.Kata kunci : Aspek Bangunan, Bentuk dan Massa Bangunan, Paskal Hypersquare, Tata Guna Lahan
