Objetivo: Analisar as relações entre os fatores contingenciais externos e as práticas gerenciais associadas à mensuração de desempenho no âmbito de Organizações Não Governamentais brasileiras. Método: Foi utilizado uma survey por correspondência com 43 organizações listadas na Associação Brasileira de Organizações Não Governamentais. As variáveis utilizadas para operacionalizar o estudo, foram subdividas em dois blocos. O primeiro bloco, foi destinado ao fator contingencial Ambiente externo, por meio das variáveis intensidade da concorrência, dinamismo ambiental e incerteza ambiental. O segundo bloco, foi destinando as práticas gerenciais de mensuração de desempenho, por meio das variáveis planejamento de desempenho; indicadores de desempenho; objetivos de desempenho; instrumentos de coleta de dados e recompensas e sanções. Como técnica estatística para análise de resultados, foi utilizado o coeficiente de correlação de Spearman, considerando significantes os testes com níveis de 99% (p= 0,01). Resultados: Os resultados indicaram que os fatores contingenciais externos não influenciaram a maioria das práticas gerenciais de mensuração de desempenho, revelando indícios da ausência de influência nas ações dos gestores e na configuração organizacional das organizações não governamentais brasileiras. Contribuições: Investigação empírica do ambiente externo das organizações não governamentais e sua relação com as práticas de mensuração de desempenho utilizadas por gestores, não se baseando apenas em aspectos ideológicos. Dessa forma, o artigo contribuiu para literatura e prática profissional, com a compreensão das possíveis adaptações gerenciais às circunstâncias contingenciais de organizações do Terceiro Setor.

The objective of this paper was to evaluate the relationship between contingency factors and practices related to management control within Brazilian Non-Governmental Organizations (NGOs). For that, a field survey was carried out, through a correspondence survey, with 43 organizations listed in the Brazilian Association of Nongovernmental Organizations (ABONG). The external contingency factors considered in the study were environmental competition, environmental dynamism and environmental uncertainty. The internal contingency factors considered were size, strategy, structure, technology, culture and leadership. In relation to the managerial controls analyzed, the following were considered: management by project; budget; internal control; activity-based costing; value-based management; activity-based management; variable costing and target costing; cost / volume / profit analysis; value chain analysis; balanced scorecard and accounting statements that are adaptable to managers. In order to evaluate the intensity and the direction of the relations between the management controls with the external and internal contingency factors, the Spearman correlation coefficient was used. The main result regarding the external contingency factor revealed that only the dynamism variable presented a direct and statistically significant relationship with a management control system. Regarding the results of the internal contingency factors, except for the Size factor, there were several direct and statistically significant relationships with the management controls used by the presidents and managers of the NGOs. It was concluded that the management control practices used by the presidents and managers of the NGOs are influenced by internal and external contingency factors.
