Managing Quality from a Distance: A Case Study of Collaboration Between Oman and New Zealand

Abstract: Both the public and private higher education sectors in Oman are undergoing rapid change in the number and type of local and foreign degrees offered. The Sultanate is developing a comprehensive quality assurance system to ensure the educational appropriateness of all degrees awarded in Oman. This paper examines the collaboration between the Ministry of Higher Education in Oman and the New Zealand Tertiary Education Consortium, which has resulted in the delivery of four degrees based on New Zealand material but… Show more

“…Regarding variable normality, skewness ranged between 0.44 and 1.25, and kurtosis ranged between 0.32 and 2.06, indicating the current data meet the assumption of a multivariate normal distribution, with the standard skewness and kurtosis being >3. Regarding scale reliability, Cronbach's a values ranging from 0.90 to 0.96 exceeded the standard of 0.70 recommended for exploratory research (Nunnally and Bernstein, 1994), which indicates good internal consistency estimates. The correlation coefficient estimates among the research variables ranged between 0.279 and 0.379, indicating a strong statistically significant level.…”

“…More precisely, Oman’s HEIs engaged in a range of quality management initiatives that were primarily concerned with the evaluation of inputs, processes and outcomes. According to O’Rourke and Bulushi (2010), HEIs did not assess the effectiveness of their academic programs in comparison to a set of nationally or internationally acknowledged standards.…”

“…Quality assurance was very often discussed from the viewpoint of ‘provider’ and ’receiver’ institutions and countries: the degree of autonomy of either branches or local institutions granted by the ‘home’ institution to adhere to procedures of the ’home’ institution or develop their own quality assurance processes [19-21,25]. Stella states that national frameworks for quality assurance of cross-border education are not well developed [2], though Murray argues that for Australia a sophisticated framework for monitoring of cross-border higher education exists [26].…”

“…prioritising either teaching or research) for attracting external students rather than focussing on specialising campuses to the local needs; potentially limiting the prosperity that can be brought to the areas regional campuses sit (Zeeman and Benneworth, 2017) [1]. Quality assurance also needs to be considered and the need to maintain standards and comparability across campuses (O'Rourke and Al Bulushi, 2010). Whilst this literature predominantly highlights the various pillars that are associated with the effectiveness in the governance of multi-campus universities, the focus of the current study is on the grass roots: faculty staff and student satisfaction at multi-campus universities.…”
